The National Marine Fisheries Service (NMFS) is exchanging rock sole Amendment 80 allocations for flathead sole and yellowfin sole Amendment 80 Acceptable Biological Catch (ABC) reserves the Bering Sea and Aleutian Islands management area (BSAI). NMFS is also exchanging rock sole and flathead sole Community Development Quota (CDQ) for yellowfin sole CDQ ABC reserves in the BSAI according to James W. Balsiger, Administrator, Alaska Region, NMFS. This action is necessary to provide opportunity for harvest of the 2018 total allowable catch (TAC) of flathead sole, rock sole, and yellowfin sole by the Alaska Seafood Cooperative, Aleutian Pribilof Island Community Development Association, and the Coastal Villages Regional Fund consistent with the goals and objectives of the Fishery Management Plan for Groundfish of the BSAI.
This action decreases the TAC and Amendment 80 allocations and increases the Amendment 80 ABC reserves for rock sole by 3,650 mt, and increases the TAC and Amendment 80 allocations and decreases the Amendment 80 ABC reserves for flathead sole by 2,650 mt and yellowfin sole by 1,000 mt. This action also decreases the TAC and CDQ reserves and increases the CDQ ABC reserves for flathead sole by 45 mt and rock sole by 500 mt. This action increases the TAC and CDQ reserves and decreases the CDQ ABC reserves for yellowfin sole by 545 mt.
The changes to Tables 11 and 13 of the final 2018 and 2019 harvest specifications for groundfish in the BSAI (83 FR 8365, February 27, 2018) can be found at Tables 11 and 13.
Fishermen are reminded that all actions and closures remain in full force and effect. This reallocation does not rescind or modify closures to directed fishing or actions prohibiting retention of a groundfish species.
