Charles Bell is the Acting Learning Officer for the Northeast Fisheries Science Center. He has been working for NOAA for the past 20 years in the National Weather Service (NWS). Most of his time was spent at Weather Forecast Offices as a forecaster at four different locations, giving him a great amount of experience with external partners and customer service. Over the past three years he has been at the NWS Headquarters in Silver Spring, Maryland. He was the Executive Officer for NWS Director Dr. Louis Uccilini and the Program Coordination Officer for Dr. Neil Jacobs who was the acting head of NOAA. Recently he has been working with the Aviation Branch of the NWS on a variety of projects and issues especially related to employee training, learning and career opportunities. During his time as the Acting Learning Officer he will be focusing on successfully implementing the learning plan.
