Dr. Lucey joined NOAA Fisheries in the early 2000s and spent nearly two decades at the Northeast Fisheries Science Center, where he worked across fisheries monitoring, ecosystem science, and science program leadership. His work focused on strengthening the scientific foundation for fisheries and ecosystem-based management through monitoring, assessment, and decision-support tools. Sean has extensive experience in fisheries monitoring and at-sea data collection, having spent numerous days aboard both NOAA research platforms and commercial fishing vessels collecting biological and oceanographic data to support fisheries research and management. He has also worked in the offshore wind sector designing fisheries monitoring programs to balance sustainable seafood production with renewable energy development. He later served as Director of Fisheries Services for a NOAA ProTech company that supported NOAA fisheries science and monitoring programs nationwide.

Sean joined the Alaska Fisheries Science Center as Director of the Fisheries Monitoring and Analysis (FMA) Division in 2026. In this role, he provides leadership for fisheries monitoring programs that support sustainable fisheries management in Alaska, including integration of traditional observer and electronic monitoring systems, while overseeing scientific, operational, and administrative functions across the division.
