Gulf Fishery Management: Progress Through Partnership

In the Gulf region, federal and state managers have collaborated for decades to sustain fisheries, innovate data collection, and support coastal communities for the future.

One of the most innovative aspects of the Magnuson-Stevens Act was the establishment of eight regional councils to manage fisheries. Across the country, regional councils are tackling their own unique challenges, each shaped by their local coastal communities and united under a shared framework. In celebration of 50 years of the Act, we’re presenting this eight-part series to highlight the landmark work of each region.

From spiny lobster in the Florida Keys to red snapper off the coast of Texas, the Gulf of America’s rich waters support robust recreational and commercial fisheries. In fact, this area leads the nation in recreational landings, generates the second largest commercial landings revenue, and fuels a $20 billion annual fishing economy

A powerhouse of biodiversity, the Gulf provides fresh seafood year-round. These vital resources thrive thanks to five decades of close collaboration between fishermen and state and federal agencies.

A Collaborative Endeavor: Then and Now

Effectively managing Gulf fisheries requires balancing a billion-dollar commercial industry with a massive recreational sector. The federal government, the Gulf Council, and Gulf states each play a distinct role in this process. The Gulf Council and NOAA Fisheries manage resources in federal waters across six management plans, covering:

  • 31 reef fish, such as snappers and groupers
  • Coastal migratory pelagics, including king mackerel and cobia
  • Spiny lobster, shrimp, and stone crab
  • More than 200 coral species
  • Essential habitats 

Closer to shore, the Gulf States Marine Fisheries Commission and its member states coordinate data collection programs that support the management of marine fisheries in Gulf state and federal waters.

Through close cooperation, the Council, NOAA Fisheries, and Gulf states share governance and enforcement responsibilities to ensure sustainable fishing practices, end overfishing, and develop key management measures. Council membership includes designated state and federal fishery officials and individuals nominated by state governors and appointed by the Secretary of Commerce. They bring crucial expertise to its transparent, public decision making process—a hallmark of the Regional Fisheries Management Council system first established by the Magnuson-Stevens Act

Throughout the region’s commercial and recreational fisheries, management is built on flexible, democratic processes. This secures the greatest overall benefit to the nation through robust science and innovative fisheries management practices. 

Partnerships Pay Off through Improved Data

Using the best available data to make management decisions is a fundamental feature of the management system in the United States. It demonstrates our commitment to flexibility and innovation. A decade ago, state and federal partners came together in response to the unique needs of the Gulf region to provide more timely and precise recreational estimates for high profile species. Today, we are collaborating with the Gulf states to ensure the information recreational anglers share through state surveys can be used to inform federal stock assessments and sustainable management of U.S. fish stocks. They include:

  • Florida’s State Reef Fish Survey
  • Alabama’s AL Creel
  • Mississippi’s MS Creel
  • Louisiana’s LA Creel
  • Texas’ Coastal Creel Survey

Managers and fishermen alike know that better data can lead to better management and greater angler trust. Since Florida implemented its State Reef Fish Survey, managers have a clearer picture of how many people are targeting reef fish like snapper and grouper, and what they are seeing and harvesting on the water. Integrating angler surveys that fit the unique needs of each state, while providing the necessary data for regulatory actions, is an example of the successful and regionally tailored fisheries management at work in the Gulf. 

The region has also benefited from collaboration on fishery-independent surveys, or those that aren’t directly tied to fishing activities. For nearly three decades, NOAA Fisheries and the State of Florida collected reef fish abundance data separately. In 2019, NOAA researchers joined forces with Florida Fish and Wildlife Research Institute to standardize their data collection and improve coverage. The Gulf Fishery Independent Survey of Habitat and Ecosystem Resources program increased sampling from 600–700 sites per year to about 2,000 sites. The data have directly supported 37 assessments for 20 species.

Improvements like these—and the management decisions that follow—are an important part of determining stock status and setting appropriate catch limits to maximize fishing opportunities. The quota for gag grouper, a popular Gulf species, was recently increased following the implementation of a rebuilding plan. As a result, the 2026 gag grouper season was 2 weeks longer than the previous year, providing anglers more days on the water to chase this highly prized reef fish.

Supporting U.S. Gulf Shrimp Fisheries for the Future

The Gulf of America supports the largest shrimp industry in the United States. Shrimp fisheries in the Southeast are an important component of coastal culture. Historically, they were an economic engine across the region, supporting many fishing communities. First established in 1981, the fishery management plan for Gulf shrimp aimed to increase the economic value of the fishery by deferring harvest until later in the season. Closing areas at specific points in the year allows shrimp to grow to larger, more profitable sizes for fishermen.

Now, the Council, state of Texas, and NOAA Fisheries all work together to implement annual shrimp closures as a tool to maintain the stock and increase market value. In federal waters off Texas, NOAA Fisheries closes the area to shrimp trawling each year, coinciding with state water closures. Texas re-opens state waters to shrimp trawling based on sampling projections when brown shrimp reach a mean size and maximum duration ebb tides occur, and then NOAA Fisheries re-opens federal waters. Working in tandem, the Council, states, and NOAA Fisheries keep an eye out for the health of shrimp populations. Benefits of the closure include:

  • Allowing shrimp to reach marketable sizes
  • Preventing the waste of shrimp that might otherwise be discarded due to their small size
  • Helping prevent bycatch of other species

While this measure has maintained the health and sustainability of the stock, the Southeast shrimp industry has increasingly faced challenges off the water. It is currently experiencing a long-term decline in profits and economic stability. Achieving a truly resilient Gulf shrimp industry hinges on its ability to sustain profitability.

Shrimp Futures Initiative

In light of this, NOAA Fisheries continues to look for innovative approaches to support the Southeast shrimp industry, address its biggest barriers, and restore its economic competitiveness. Scientists at NOAA’s Southeast Fisheries Science Center are examining current and future challenges to the fishery in the face of many uncertainties. The Shrimp Futures Initiative will use our expertise as well as local knowledge and insight from members of the shrimp industry.

As part of this initiative, we published an economic snapshot outlining the industry’s current trends and threats. We’re also seeking immediate action with key partners to support the fishery in the short term. Community outreach is underway to increase engagement with industry representatives, enhance federal and state collaboration, and gather resources to ensure the fishery’s long-term sustainability against evolving challenges.

Looking Ahead

Looking to the future, we are committed to improving opportunities for U.S. fishermen. For commercial harvesters, that means increasing production, stabilizing markets, improving access, and enhancing economic profitability. For recreational anglers, it means addressing new and emerging priorities and protecting the vibrant tourism and recreational opportunities. We can only accomplish these goals by leaning into our state and council partnerships. 

Modernizing fisheries data collection—focused on collaboration—remains a top priority. That’s why NOAA Fisheries is transitioning to a new recreational fishing data enterprise. The transition phase of this new enterprise will lead to improved confidence in recreational fishing data and management by ensuring timely, rigorous, transparent, and credible estimate production. States, commissions, councils, and NOAA will develop a nationally cohesive—but regionally flexible—approach for recreational fisheries data collection.

Efforts like the Gulf Fishery Independent Survey of Habitat and Ecosystem Resources also play a critical role in our efforts to modernize our data collection. Researchers are integrating advanced technology—including artificial intelligence and machine learning, active acoustics, and environmental DNA sampling—to help produce abundance data more accurately and efficiently than ever before. The survey has quickly become the most comprehensive database for Gulf habitat and ecosystem resources available. It is a fundamental part of NOAA’s science enterprise in the region, which will support more responsive management in both recreational and commercial fisheries.

NOAA has recently strengthened its efforts to support shrimpers and address their challenges. We are planning workshops with state and federal shrimp industry members, fishery managers, and government representatives to build a long-term vision for the fisheries. Workshop focus areas will use conceptual models to map the fishery's future, incorporate climate-informed forecasts of shrimp resources, and assess port infrastructure and other industry risks.

In the 50 years since the Magnuson-Stevens Act was signed into law, Gulf fisheries have made significant progress through dedicated state and federal collaboration. As we envision the next 50 years, fishery managers remain focused not only on sustaining U.S. fish stocks but on revitalizing seafood markets. By innovating dynamic management and adapting data collection that benefits fishermen and coastal communities, partners will continue to ensure the Gulf’s commercial and recreational fisheries remain resilient for generations to come.
