During May-August 2004, face-to-face interviews with owners and/or captains of all NWHI bottomfish vessels were conducted to collect primary information on costs of fishing operations in 2003. Information on physical characteristics of the vessels, motivation of fishermen, and other topics was also collected. Follow-up interviews were conducted in September 2004 and March-April 2005 to collect data missed during the first interviews. M. Pan and A. Griesemer conducted the project.
The objectives of this project were to update cost-earnings information from the Northwestern Hawaiian Islands (NWHI) fleet for the vessels that made fishing trips in 2003, examine the economic health of the fleet, and assess vessel operations and activities relevant to vessel economic returns of the fleet.

Sample was considered representative and non-biased with over 80% of all active vessels were interviewed. Measurement error was minimal.
Data was completed with no omissions and selection criteria (approached all active vessels).
The quality of the data was controlled throughout the data life cycle including data collection, data entry, data cleaning, and data storage. Data were collected following rigid statistical method (e.g. interviewers were trained to get familiar with the questionnaire for in-person survey). Data entry file was developed to minimize data entry errors. Data were cleaned with logic checking, skipping patterns, and outliers. Data files were stored in PIFSCās server with password protection.
