Abstract

The data collection project assessed the economic performance of Hawaii-based longline vessels that made trips in 2005. Operational and vessel costs were collected by personal interviews with vessel owners, captains, and crew. Revenue information was generated from the Hawaii Department of Aquatic Resources dealer reports and NMFS logbooks (landings and fishing efforts). The project estimated the cost-earnings for each individual longline vessels. Cost-earnings data were also available for different vessel groups defined by species targeted (tuna-targeting only and tuna/swordfish-targeting). The project received a high response rate, obtaining data for 98 of the 125 active vessels in the fishery. Minling Pan was the Principle Investigator of this project.

Abstract:

Purpose:

The objective of this study was to provide baseline economic information associated with operating a pelagic longline vessel in Hawaii in 2005. Additional objectives included documenting physical and operational characteristics of vessels, economic impacts of the most recent regulations, fishermen's opinions on the status of the fishery, and basic demographics of the Hawaii-based longline fleet.

Data Quality

Accuracy:

Sample was considered representative and non-biased with more than 80% of all active vessels in 2005 were interviewed. Measurement error was minimal.

Completeness Report:

Data was completed with no omissions and selection criteria (approached all active vessels).

Quality Control Procedures Employed:

The quality of the data was controlled throughout the data life cycle including data collection, data entry, data cleaning, and data storage. Data were collected following rigid statistical method (e.g. interviewers were trained to get familiar with the questionnaire for in-person survey). Data entry file was developed to minimize data entry errors. Data were cleaned with logic checking, skipping patterns, and outliers. Data files were stored in PIFSC’s server with password protection.

Data Management

Have Resources for Management of these Data Been Identified?: Yes
Approximate Percentage of Budget for these Data Devoted to Data Management: Unknown
Do these Data Comply with the Data Access Directive?: Yes
Is Access to the Data Limited Based on an Approved Waiver?: Yes
Approximate Delay Between Data Collection and Dissemination: No delay expected
If Delay is Longer than Latency of Automated Processing, Indicate Under What Authority Data Access is Delayed:

No delay expected

Approximate Delay Between Data Collection and Archiving: No delay expected
How Will the Data Be Protected from Accidental or Malicious Modification or Deletion Prior to Receipt by the Archive?:

Data is securely stored in PIFSC's server with password protection.

Only staff who work on the project can access to the data.

Lineage

Lineage Statement:

After the data were collected through in-person interview, data were entered into the data entry file. Then the entered data were cleaned with logic checking, skipping patterns, and outliers. Finally the cleaned data were used to generate data report.
