This data set contains multi-trip and single trip level quantities and value for all seafood products that are landed and sold by established seafood dealers and brokers as well as by the fishers themselves at fishing centers in the Commonwealth of Puerto Rico. These landings statistics include all commercially landed marine species and are identified by species (usually the local or common name). These data are collected by field samplers employed by the Department of Natural Resources through a trip ticket program. The program also collects data on the number of trips, type and amount of gear, the fishing location, hours fished, and the fishing center where the catches are landed.
Data for the individual trip reports are provided to the Southeast Fisheries Science Center (SEFSC). These data are formatted to be consistent with other landings statistics stored in the Accumulative Landings System; however, they are not summarized trips unless originally reported that way. By and large these are trip level data. The Puerto Rico codes are converted to the standard National Marine Fisheries Service (NMFS) codes.
Not all fishers comply with reporting requirements. The amount varies from year to year. For this reason these data are subject to correction by dockside survey data obtained by the PR DPNR several times a year at various coastal locations. The surveys originally determined the number of trips at the location but since 2003 they have collected the total pounds landed. These data are applied to the reported data to obtain a ratio of reported/survey data which is then divided into the reported data to correct for under-reporting on a coastal basis.
One of the original purposes for these data was to provide estimates of the quantities and value of the marine commercial fishing industries sector in the gross national product for the Commonwealth of Puerto Rico. This time series, which began in 1983, corrected by the coastal dockside survey factors provides the best data on total landings for the commercial fisheries in the Commonwealth.
Puerto Rico Landings data entered and submitted in raw format. Editing was done to landings data at SEFSC which is reflected in the table ALS. als_landings_puerto_rico_ed. Original unedited data submissions can be found in the ALS.als_landings_puerto_rico table. This covers the years 1983-2011 where the PC batch out program was in effect prior to the establishment of the online data entry system (CCL). Edits can be determined by joining the unedited als.als_land_pr_1983_2011 to the als.als_land_pr_1983_2011 errata table on record id and comparing the values. The edited table contains primarily edits to gear fished but also to permit information by fisher where it could be resolved. The edited table is built from an errata table containing the edits combined with the als.als_land_pr_1983_2011 table. Also added to the records from 1983-2011 are the records from the on-line data entry system from 2012 and more recent.
These are reported landings and have not been altered to include estimates of unreported landings. These are fishery dependent data reported by industry. Better representation of actual landings depends upon application of the coastal survey factors (see abstract).
Several trip ticket changes have occurred over time which affect the species data entered on the forms. The forms are pre-printed with multiple species and species groups under which catch is recorded. If a species group is not there the catch may not be included. Also if the species is known by the fisher, but only the group is on the form, the species definition may be lost as the catch is recorded under that group.
Data are in flat-file format. Care should be taken when summarizing data. Data elements in the form headers should be grouped, not summarized by trip.

The landed pounds. Currently the landed conditions vary according to fishery. Trap and net fish are whole weight, fish caught with hooks or speared are typically gutted. Sharks are typically dressed weight. For Conchs, (prior to 2003, all landings presumably are reported as uncleaned (including head and viscera). 3. Submitter. Confidential data collected under federal authority Can be released to the original entity (person, vessel, business, etc.) that sUbmitted the data.
4. Confidential data waived. The protection of confidential data can be waived by the person or business that submitted the data.

These standards and procedures apply to all employees of the SEFSC that need access to confidential fisheries statistics. This includes full time or term employees, contractors, volunteers, and/or other employees associated with the SEFSC, but not directly employed by either organization. Any SEFSC employee that needs or desires access to confidential data must have read NOA 216-100 and submitted a signed nondisclosure statement to the Director, Information Resources Management Division (IRMD). The non-disclosure statement must be approved by the Director of IRMD and maintained on file by IRMD. It is the responsibility of the Director of IRMD to certifY upon request, that a person or organization that requests access to confidential data is authorized access to those data. All employees that have access to and/or use confidential data (federal and nonfederal) are responsible to protect those data from unauthorized access or release. Contractors or grantees that have an agreement with NMFS can be granted
access to confidential data as an authorized user (See NOA 216-100 1 Section 6.03e). It should be clearly understood that confidential data cannot be released simply by an individual signing a nondisclosure statement. There must be a clear and demonstrable need for the confidential data that are requested as part of a contract or grant. Confidential data can only be released for the specific contract or grant. Upon completion of the contract or grant, the recipient must either return the data or state that it has been destroyed. The contractor or grantee cannot use the data for any purpose other than the uses stated in the agreement. The Contracting Officers Technical Representative (COTR) or the Technical Monitor (TM) that has been assigned to the contract or grant, respectively, has the following? responsibilities:
1. The COTR/TM has the responsibility to determine whether the contractor/grantee is eligible to receive the confidential data that are requested in the agreement.
2. The COTR/TM has the responsibility to assure that all persons included in the agreement have read NOA 2l6-l00 and have signed a nondisclosure statement. A statement must be signed by each person that will have access to the confidential data under the agreement, i.e., a blanket statement cannot be used for the company or firm. The COTR/TM also has the responsibility to make sure that the Director, IRMD has signed and approved the nondisclosure statement and the statement is on file with IRMD.
3. The COTR/TM has the responsibility to assure that confidential data are not released in any publication, report, oral presentation, or other means to the public by the contractor or grantee.
To access confidential data a completed non-disclosure agreement must be on file with NOAA-SEFSC. Otherwise Data that are submitted as confidential can be released to the public under the following circumstances:

Drop Duplicate Records

It was discovered that Puerto Rico data contained duplicate records. A program was created to identify and drop duplicates. Files were put through program and resubmitted by Puerto Rico. New files loaded to system.

Changed width of DEALER column from 9 to 10. This was to accommodate new 10 digit codes from South Carolina. Changes were made to all ALS tables for uniformity.

These are reported landings. They have not been altered to include estimates for non-reported landings. Such estimates are included in the Cooperative Statistics Reports to NOAA/SEFSC from Puerto Rico DPNR.

The table contains 2 sets of codes for species and gear. One set are the NOAA/NMFS codes and the other are the Puerto Rico codes. The Puerto Rico (Erdman) coding contains more detail in some cases.

Historical catch report forms in the 1980's sometimes listed several species on the same line with the intent that the correct species be circled. This may have led to clerical error especially if none or more than one species was circled. At least one of these examples: Hogfish Capitan (189) and Loro (190) also had a mis-coding where 190 (the code for Spanish Hogfish - Loro Capitan) was intended to be coded as (192) for Parrotfishes - Loro. Thus significant amounts of Parrotfish catch was recorded as spanish hogfish (an infrequent portion of the catch).
Oracle database.
Data provided by industry - fishers - Canvass of landings of all species in SE US and US Caribbean, State or Federally Managed . These are raw data. Data quality parameters vary by individual species and are determined during Stock Assessment. They may be found in the Stock Assessment Reports.
Look-up tables upon data entry. Edit checks for high/low pounds and prices along with monthly compliance report made available to Puerto Rico Fisheries Statistics by the SEFSC.

Fishers have 45 days to report a trip. Data entries may be delayed due to manpower considerations and possibly speed of connectivity. Reformat and load of Caribbean Commercial Landings data (listed separately) is done every 2 weeks.
