The NOAA Office for Coastal Management's Coastal Change Analysis Program, in cooperation with the St. Johns River and South Florida Water Management Districts, used the C-CAP protocol to map SAV and other benthic habitat in Indian River. The project incorporated underwater videography, field point observations, and transect data. Analytical photogrammetry was used to accomplish the mapping. The benthic data is classified according to the System for Classification of Habitats in Estuarine and Marine Environments (SCHEME). This system is fully described in "Development of a System for Classification of Habitats in Estuarine and Marine Environments (SCHEME) for Florida, Report to U.S. EPA - Gulf of Mexico Program, Florida Fish and Wildlife Conservation Commission, Florida Marine Research Institute.Review Draft 12/04/02."

The data was produced to monitor changes in seagrass within the lagoon on a two-year basis. Seagrass beds are mapped by the Districts as an indicator of overall water quality.Expansion or retraction of SAV in the lagoon is used to evaluate the effectiveness of non-point pollution management strategies.

Thematic accuracy was determined by comparison to 75 transect measurements and existing map data produced by the Districts. Field verification with GPS positional control was accomplished in 1998 -1998
Spatial data meets national map accuracy standards for fixed features. Deeper water edges of SAV habitat were more difficult to spatially verify in the field and may show slightly higher variation.

Following photo compilation, CLEAN and BUILD routines were accomplished in Imagine 8.3 image processing environment.Attribution of polygon data was accomplished primarily in an ArcView environment A careful review of the finished polygon coverage was done to ensure that all labels were complete and accurate.

This allowed the analyst to interpret habitat and delineate SAV directly into a corrected digital reference system. The data were exported as a line coverage for further editing and attribution in an ESRI Arc and ArcView environment. The benthic data is classified according to the System for Classification of Habitats in Estuarine and Marine Environments (SCHEME). The data were converted from a single ESRI polygon shapefile classified according to the System for Classifying Habitats in Estuarine and Marine Environments (SCHEME) to the Coastal and Marine Ecological Classification Standard (CMECS) 2012 format (which can be found at https://coast.noaa.gov/digitalcoast/tools/cmecs-crosswalk) which produces separate geoform, substrate, and substrate feature layers from the original input benthic habitat dataset. This substrate feature layer contains CMECS substrate component attributes where an "Equal" or "Nearly Equal" SCHEME value was present in the original data. Polygons for which no substrate information was present have been removed. No other changes to the original polygon boundaries or any other alterations of the original SCHEME data were made during this process.
