These data depict Essential Fish Habitat (EFH) conservation areas off Washington, Oregon, and California. The coordinate locations are from NMFS' Final Rule to implement Amendment 19 to the Pacific Coast Groundfish Fishery Management Plan (71 FR 27408; May 11, 2006). In order to minimize to the extent practicable adverse effects from fishing, the final rule prohibits fishing with various gear types within these areas. Consult the text of the final rule for specific details about each area and the management measures. The prohibitions are listed in Section 660.306 and the official coordinates are listed in Sections 660.397, 660.398, and 660.399 of the final rule.
To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

Conceptual Consistency
The areas were derived from the Federal Register document, and the caveats associated with the source data would apply to this line.
(1) Extracted point coordinates and area name from Federal Register text using Perl script.
(2) Created ArcInfo format line coverage.
(3) For areas that had the high water line as a boundary, or that overlapped with land, combined with lines from NOAA' merged vector shoreline to create closed polygons.

1. Determined this layer was what we had been referring to as "Pacific Groundfish EFH Areas with Fishing Restriction" by comparing data with what was found in this data download file: http://www.westcoast.fisheries.noaa.gov/publications/gis_maps/gis_data/salmon_steelhead/efh/efhgroundfish.zip
2. Downloaded data
3. Created new feature class named "West Coast EFH Conservation Areas".
4. Imported fields and renamed per OCM standards, imported features.
5. Deleted one feature determined to be land area of Catalina Island, no attributes were present for this feature.
