Created as part of a 2012 BOEM study on OCS renewable energy space-use conflicts, this data contains the commercial and recreational fishing locations off the Pacific coast of Washington, Oregon and California.
To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

1. Import shapefiles into a single gdb.
2. Check that the projection of each feature class is NAD 83.
3. Dissolve each feature class into a multipart feature polygon.
4. Some features (esp. Commercial Tuna) will need to be cleaned up because of gaps, overlaps and slivers in the source data.
5. Union the commercial/recreational feature classes of each species (excepting shrimp and spot prawn) into a single feature class.
6. Merge overlapping features and preserve commercial/recreational attributes.
7. Union all feature classes into a single feature class.
8. Explode all multi-part polygons.
9. Merge overlapping features and feature slivers, preserving commercial/recreational/species attributes.
10. Clip data to: http://services.arcgis.com/P3ePLMYs2RVChkJx/ArcGIS/rest/services/USA_Counties/FeatureServer.

12. Select each grid volume, 6-8 and download the ARC ASCII and XYZ files for each.
13. Convert using ArcToolBox - Conversion Tool - to Raster- ACSII to Raster - Batch.
14. Project all rasters to NAD 83.
15. Mosaic using ArcToolBox - Data Management Tool - Raster - Raster Dataset - Mosaic, selecting Mosaic Operator as Blend and Mosaic Colormap mode as Match.
16. Extract using ArcToolBox- Spatial Analyst Tools -Extraction -Extract by Attributes, selecting WHERE "VALUE" less than 0.
17. FocalMean using ArcToolBox - Spatial Analyst Tools - Neighborhood - Focal Statistics, selecting Neighborhood as Rectangle, Height as 50, and Width as 50.
18. Contour using ArcToolBox - Spatial Analyst Tools - Surface - Contour, using Contour interval of 50.
19. Select by location and add attributes for intersecting features of contours.
20. Integrate feature class to update integrity of shared feature boundaries.
21. Delete all superfluous fields.
22. Check geometry and project data into WGS 1984 Auxiliary Sphere.
