This data set contains three-dimensional mobile lidar elevation data for seven villages in American Samoa on the island of Tutuila.
The seven villages are: Fagaalu, Fagotogo, Pago Pago, Vatia, Leone, Amanave, and Poloa. The data were collected by Sanborn Map
Company on October 27 - 30, 2010
Partners in this effort were the NOAA Pacific Services Center, the American Samoa Department of Commerce, and the National Park of
American Samoa.

The lidar data was evaluated using a collection of 49 painted target control points. The Root Mean Square Error (RMSE)
is 0.064 m.

A visual qualitative assessment was performed in the source lidar data set.
Conceptual Consistency
Data covers the boundary extents provided for the project.
The Lynx Mobile Mapper was installed on a Toyota RAV4. A survey and installation calibration was performed prior to collection
of the village sites. Pre-collect checks such as cleaning the sensor head glass are performed. A five minute INS initialization
is conducted, with the equipment running, prior to collection, to establish fine-alignment of the INS. GPS ambiguities are resolved by
collecting in the proper PDOP window and limiting obstructions. The mobile mapping team coordinated daily with DOC and the survey
team for establishment of base stations and collection. A minimum of two GPS base stations were set for each America Samoa village,
which is within the project area or within the required baseline specifications of the project. An initial survey approach and daily
collection was planned using detailed map base data supplied by NOAA. This included planning for PDOP and satellite visibility,
route planning for data integrity, and identifying areas that may potentially require additional data collection missions due to
terrain, vegetation or building obscurations. At the completion of the days mission, the data was transferred to the workstation
and data quality and coverage checks were performed

The unedited data are classified to facilitate the application of the appropriate feature extraction filters. A combination
of proprietary filters is applied as appropriate for the production of bare earth digital terrain models (dtms). Interactive
editing methods are applied to those areas where it is inappropriate or impossible to use the feature extraction filters,
based upon the design criteria and/or limitations of the relevant filters. These same feature extraction filters are used to
produce elevation height surfaces. The LiDAR mass points were delivered in American Society for Photogrammetry and Remote
Sensing LAS 1.2 format. The header file for each dataset is complete as define by the LAS 1.2 specification. In addition the
following fields are included: Flight Date Julian, Year, and Class. The LAS files do not include an overlap class. The data
were classified as follows: Class 2 = Ground, Class 3 = Low Vegetation, Class 4 = Medium Vegetation, Class 5 = High Vegetation,
Class 6 = Buildings, Class 7 = Noise.

NOAA OCM received the data in LAS v1.2 format. For data storage and Digital Coast provisioning purposes, the data were:
1. Converted from ASVD02 heights to Ellipsoid (Samoa) heights using Geoid09
2. Converted from UTM Zone 2 South (meters) coordinates to geographic coordinates
3. Filtered to remove outliers
4. Zipped to laz format
