The primary purpose of this project was to develop a consistent and accurate surface elevation dataset derived from high-accuracy Light Detection and Ranging (LiDAR) technology for the USGS California Coastal LiDAR project area.
The LiDAR data were processed to a bare-earth digital terrain model (DTM). Detailed breaklines and bare-earth DEMs were produced for the project area. Data was formatted according to tiles with each tile covering an area of 1500 m by 1500 m. A total of 712 tiles were produced for the project encompassing an area of approximately 610 sq. miles.
NOAA's Office for Coastal Management formed two projects from the data delivery based on original data projections.
The purpose of this LiDAR data was to produce high accuracy 3D elevation products, including tiled LiDAR in LAS 1.2 format, 3D breaklines and 2 m cell size hydro flattened Digital Elevation Models (DEMs).

Dewberry does not perform horizontal accuracy on the LiDAR. Vertical Lidar data accuracy was tested against 21 independently surveyed check points. The result of the test is an RMSEz = 0.06 meters (0.12 meters at 95 percent confidence level). satisfies the vertical accuracy NSSDA RMSEz of 0.09 meters.; Quantitative Value: 0.06 meters, Test that produced the value: Based on the vertical accuracy testing conducted by Dewberry, using NSSDA and FEMA methodology, vertical accuracy at the 95% confidence level (called Accuracyz) is computed by the formula RMSEz x 1.9600. The dataset for the USGS San Francisco Coastal LiDAR project satisfies the criteria:
Lidar dataset tested 0.12 meters vertical accuracy at 95% confidence level for all land cover types, based on consolidated RMSEz (0.06 m) x 1.9600.
A visual qualitative assessment was performed to ensure data completeness and full tiles. No void or missing data exists.

Dewberry was tasked with collecting, classifying, and producing derived LiDAR products by USGS for the San Francisco Coastal project.

The NOAA Office for Coastal Management (OCM) received the files in laz format from USGS via an FTP online repository. The files contained lidar elevation and intensity measurements. The data were in State Plane California Zone 3 and Zone 4, NAVD88 (orthometric) heights in meters. The California Coastal Project was divided into two projects: State Plane Zone 3 and State Plane Zone 4 respectively. OCM performed the following processing for data storage and Digital Coast provisioning purposes:
1. The data were converted from state plane coordinates to geographic coordinates.
2. The data were converted from NAVD88 (orthometric) heights in meters to GRS80 (ellipsoid) heights in meters using Geoid 99.
3. The LAS data were sorted by latitude and the headers were updated.

It was discovered that the incorrect GEOID was applied to convert the data to ellispoid heights. It should have been GEOID03 instead of GEOID99. GEOID99 was reapplied to the data and GEOID03 was used to reduce to ellipsoid heights. This changes puts the ellipsoid heights on the order of 6 cm lower.
