Data Quality

Accuracy:

Not available beyond what is reported for positional accuracy.

Horizontal Positional Accuracy:

68.2% of laser returns are accurate to .30 meters (1 foot). This is assessed by the laser manufacturer and is a product of flying height (1/3000th of flying height).; Quantitative Value: 0.30 meters, Test that produced the value: Horizontal accuracy in meters

Vertical Positional Accuracy:

The islands of Oahu, Kauai, and Hawaii were tested and found to have the following accuracies. Kauai LiDAR dataset tested .98ft vertical accuracy at 95% confidence level in open terrain, based on open terrain

RMSEz (.50ft) x 1.9600; tested .88ft vertical accuracy at 95% confidence level in all land cover categories combined, based on consolidated RMSEz (.45ft) x 1.9600. Oahu LiDAR dataset tested .69ft vertical accuracy at 95%

confidence level in open terrain, based on open terrain RMSEz (.35ft) x 1.9600; tested .73ft vertical accuracy at 95% confidence level in all land cover categories combined, based on consolidated RMSEz (.37ft) x 1.9600.

Hawaii LiDAR dataset tested .51ft vertical accuracy at 95% confidence level in open terrain, based on open terrain RMSEz (.26ft) x 1.9600; tested .69ft vertical accuracy at 95% confidence level in all land cover categories

combined, based on consolidated RMSEz (.35ft) x 1.9600. Independent accuracy testing was performed by Dewberry & Davis using 80 high accuracy quality control checkpoints distributed throughout the project in four

major land cover types (open terrain, weeds/crops, forest, urban). Dewberry used testing procedures consistent with those specified in the National Standard for Spatial Data Accuracy (NSSDA) as well as LiDAR accuracy testing

guidelines and specifications published by the Federal Emergency Management Agency (FEMA), National Digital Elevation Program (NDEP), and American Society for Photogrammetry and Remote Sensing (ASPRS).

; Quantitative Value: 0.137 meters, Test that produced the value: Tested RMSEz in meters

Completeness Report:

Accuracy was ensured with an independent quality assurance evaluation.

Process Steps

Process Step 1

CC ID: 1132984
Description:

Lidar data were collected by Airborne 1 under subcontract to URS by FEMA. Data were checked for quality by Dewberry and Davis.

Process Date/Time: 2006-01-01 00:00:00

Process Step 2

CC ID: 1132985
Description:

Lidar data were processed by Office for Coastal Management for incorporation into the Digital Coast. Coordinates were converted to geographic latitude and longitude using the General Cartographic Transform Program algorithms.

Elevations were converted from orthometric heights to heights on the NAD83 ellipsoid using the NGS GEOID03 model. Height units were converted to meters from feet.
