This data set consists of land derived from high resolution imagery and was analyzed according to the Coastal Change Analysis Program (C-CAP) protocol to determine land cover. This data set utilized 3 full Worldview-2 multispectral scenes dated between 9-18-2014 and 12-11-2014. An additional 2 scenes dated between 12-13-2015 and 1-20-2016 were used to replace cloud obscured areas within the base imagery.
To create a baseline inventory of land cover features which can be utilized by state and local resource managers.

Data does not exist for all classes.
There are no pixels representing class 9 (Deciduous Forest), 11 (Mixed Forest), 24 (Tundra), 25 (Perennial Ice/Snow), 26 (Dwarf Scrub - Alaska specific class), 27 (Sedge/Herbaceous), and 28 (Moss - Alaska specific). Developed classes have been altered to exclude the percentage breakdown of impervious surfaces as the breakdown is not appropriate for high resolution mapping (Developed High Intensity (2), Developed Medium Intensity (3), and Developed Low Intensity (4) are reduced to Impervious (Class 2)).
Tests for logical consistency indicate that all row and column positions in the selected latitude/longitude window contain data. Conversion and integration with vector files indicates that all positions are consistent with earth coordinates covering the same area. Attribute files are logically consistent.

This dataset was created by NOAA's Ocean Service, Office for Coastal Management (OCM).
This version of the classification is the High Resolution Land Cover (2014-era) for the Island of Rota , CNMI.
This section outlines the classification procedure for the Island of Rota , CNMI High Resolution C-CAP. Non impervious features were mapped using a 0.5 acre minimum mapping unit (MMU).
Pre-processing steps:
The Worldview-2 mosaic utilized for this project was provided from United States Department of Agriculture, Natural Resources Conservation Service as an orthorectifed, georeferenced product.
Field-Collected Data:
Training data collection was completed on June 22, 2017. Land cover observations were recorded by analysts and georeferenced photographs were taken in a variety of land cover types.
Classification:
Segmentation - Image segmentation was completed at multiple scales using the multispectral (2.4 m) imagery in order to group like spectral and textural objects within the imagery. For consistency with previous land cover mapping efforts, the generation of objects was partially constrained by the 2005 NOAA Rota C-CAP land cover product.
Classification- The image segements from the 2014 Worldview-2 imagery were overlaid on imagery and analysts counducted a visual analysis to identify areas of change.
Map Finalization - NOAA OCM performed two rounds of internal product review and one round of external review with independent partners. Reviewer comments were incorporated to further refine the final land cover product.
