NOAA's Office for Coastal Management (OCM) Data Access Viewer (DAV)
The Data Access Viewer (DAV) allows a user to search for and download elevation, imagery, and land cover data for the coastal U.S. and its territories. The data, hosted by the NOAA Office for Coastal Management, can be customized and requested for free download through a checkout interface. An email provides a link to the customized data, while the original data set is available through a link within the viewer.

Howard County, MD contracted to collect detailed ground elevation data from Aerial LiDAR Sensors for approximately 256 Square Miles as part of the CATSII, 2011 Maryland Statewide Orthophoto Project. The LiDAR data was collected in accordance with FEMA Procedure Memorandum No. 61 - Standards for LiDAR and Other High Quality Digital Topography, for which LiDAR data is collected in accordance with the USGS LiDAR Guidelines and Base Specifications, v13, dated February 22, 2010, for the National Geospatial Program, except as noted in FEMA's Procedure Memorandum No. 61.
To acquire detailed surface elevation data for use in conservation planning, design, research, floodplain mapping, dam safety assessments, and hydrologic modeling. LAS and bare earth DEM data products are suitable for 2 foot contour generation.

Vertical Positional Accuracy
Flown to meet a specification of 18.5 cm RMSEz
Acquisition with ALS50 at 2500 meters AGL, 34 deg FOV, 96,800 pulse rate, 39.8 Hz, 20.85% sidelap, 1.4 meter NPS.
All flights have calibration lines flown at beginning and end of flight over GPS basestation at local airport. 2 basestations are run at all times and placed so flight baseline never exceeds 25 miles.
The bare-earth Lidar data was processed using FEMA Procedure Memorandum No. 61 & USGS (NGP) Base Lidar Specifications V13. Vertical Accuracy of the LiDAR data was assessed and reported in accordance with National Digital Elevation Program (NDEP)/American Society for Photogrammetry and Remote Sensing (ASPRS) guidelines for fundamental vertical accuracy (FVA) <=36.3cm ACCz, 95% (18.5cm RMSEz), supplemental vertical accuracy (SVA) <=36.5 cm, 95th Percentile, and consolidated vertical accuracy (CVA) <=36.3cm 95th Percentile.
LiDAR lines processed to ground and manually cleaned and reviewed in TerraScan; DEM products produced in TerraScan
Data were obtained from the Maryland iMAP (imap.maryland.gov) in October 2017. Data were processed to reproject from Maryland State Plane in feet to geographic coordinates. Vertical coordinates were transformed from NAVD88 feet to NAD83 ellipsoid heights in meters using the GEOID09 model. Data were then ingested into the Digital Coast Data Access Viewer for distribution.
