As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
This dataset contains reported U.S. domestic fishery landings volumes and values for commercially-landed finfish and shellfish (invertebrate) species that are landed and sold by U.S. fishermen in coastal states and territorial possessions including American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Domestic fishery landings data are compiled by NMFS annually from data collected by state or regional partners to summarize the quantities, shown in round weight (except mollusks which are in meat weight) in units of thousands of pounds, and the values (exvessel) of U.S. landings in thousands of dollars.

Process Steps:
- 2018-09-01 00:00:00 - Download tabular NMFS annual commercial fishery landings data for coastal U.S. states and territories for the most recent five years available and convert into a file geodatabase table (CFL_Annual_Table). Set null, blank/empty, negative, or zero annual weight or revenue values used to indicate that no information was reported for the species to "Not Reported". For each state, species with multiple entries for a single year were summed on annual weight and on revenue and then duplicate records removed. Calculate the annual price per pound from the annual revenue in thousands of dollars divided by annual weight in thousands of pounds. If either annual weight or revenue was not reported, the annual price per pound was set to "Not Reported".
- 2018-08-08 00:00:00 - Join the CFL_Annual_Table attributes to the CFL_States features on state.
- 2018-09-01 00:00:00 - Using the CFL_Annual_Table, for each state, calculate the five-year average weight, revenue, and price per pound by species, and then extract records corresponding to the top 5 finfish and top 2 invertebrate species by average weight, by average revenue, and by average price per pound (CFL_TopSpeciesByState_Table). Delete any identical CFL_TopSpeciesByState_Table records.
- 2018-09-01 00:00:00 - Merge the CoastalStates, StateWaters, and SLA_to_50NM_Clipped feature classes, then dissolve resulting polygons so there is one feature per state attributed with the StateName (CFL_States feature class). Resolve any topology or geometry issues by repairing geometries.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
