Abstract:

Pipeline Areas are any area which contains one or more types of pipelines. Within protected waters such as harbors, rivers, bays, estuaries or other inland waterways, the location of pipelines is indicated as "Pipeline area" on National Oceanic and Atmospheric Administration (NOAA) nautical charts and maps. These areas found on the charts contain no other information as to the character or ownership of the installation. Engineers furnish copies of all permits issued for pipelines to NOAA, with their recommendation of whether or not the installation should be shown on the nautical charts. Decisions to publish these pipeline areas on nautical charts lie solely within NOAA’s discretion. The extent of the limits of the area is governed by local conditions but shall include the immediate area which overlies a pipeline. Ordinarily, the area will depict the full pipeline area but should not exceed 500 feet on each side of the location of the pipeline.

Purpose:

To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

Supplemental Information:

The native coordinate system for this layer is WGS 1984 World Mercator (ESPG: 3395). Please note: all MarineCadastre.gov data served by the NOAA Office for Coastal Management and hosted through Esri REST services are in the WGS 1984 Web Mercator Auxiliary Sphere (EPSG: 3857) projection.

The attributes in this dataset are believed to be accurate. The NOAA ENC Direct to GIS data is derived from NOAA ENC's which conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition 2.0.

Horizontal Positional Accuracy:

Maximum scale of intended use is 1:80,000. The NOAA ENC Direct to GIS data is derived from data that conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition2.0.

Completeness Report:

Spatial and attribute properties are believed to be complete, although attribute information has been simplified. Geometric thresholds from original data are preserved. No tests have been completed for exhaustiveness. NOAA ENC Direct to GIS data represents current coverage of all ENC Charts. As new NOAA ENCs and NOAA ENC editions are created they will be added to the NOAA ENC Direct to GIS data on the first of every month.

Conceptual Consistency:

These data are believed to be logically consistent. Geometry is topologically clean. The NOAA ENC Direct data is derived from NOAA ENC's which conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition 2.0. NOAA ENC Direct to GIS data has added generalized nautical chart symbology to aid in the visualization of this data.

Description:

Utilize NOAA’s RNC as a base layer to review for existing scale information for each shape area. Start by creating an empty feature class for the pipeline areas, and then add all Berthing areas to Pipeline_Area feature class. Select by location, where all HarbourAreas intersect BerthingAreas & reverse the selection so that areas that exist do not intersect the existing areas are selected, copy these areas & add them to Pipeline_Area feature class. Next, re-select areas that overlap BerthingAreas from HarbourAreas & individually confirm existence & correctness of Pipeline_Area using the RNC. Add or adjust pipeline areas based on largest scale available to resolve resolution conflicts. Perform this method for each scale layer onto the next largest layer until all areas have been quality controlled for scale conflict issues. (Berthing to Harbour, Harbour to Approach.) The areas found in Alaska were projected into NAD 1983 Alaska Albers Equal Area Conic and had their area calculations completed in that projection. All data in the layer is projected into WGS 1984 World Mercator.
