The waterbody codes used in the landings systems have changed over all of the years; hence data exists in which the landings were really in the same area, but the waterbody codes were different.
In order for analysis using area to be done correctly, the codes must be set to a standard value.
To set the waterbody codes to a standard value based upon code and year.

Bennett, Joshua
Historical (old waterbody) code 0021 designated the atlantic (south) side of the Dry Tortugas area. It was used by NMFS Key West office exclusively. It is currently under the code 0020 (grid 2 general code); however, it can be found as old_waterbody in the table ALS,ALS_waterbody_old_new_xref.
