* » Abstract |
This data set contains vector polygons for for archaeological sites, vector lines for railways routes, and vector points for airports, beaches, EPA facilities, equipment storage, heliports, and staging locations in Southwest Peninsular Florida. Location specific type and source information are stored in relational data tables (described below) designed to be used in conjunction with this spatial data layer. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. This data set comprises a portion of the ESI data for Southwest Peninsular Florida. The entirety of the ESI Human-Use data layers consists of: PARKS-MANAGED AREAS Polygons; NAVIGATION-MARINE Points; POLITICAL-JURISDICTIONAL Polygons, Lines, Points; RESOURCE MANAGEMENT Polygons, Points; SOCECON Polygons, Lines, Points; and NATURAL HAZARD Polygons. |
* Purpose |
The ESI data are intended to provide baseline environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. The ESI data may be appropriate for many other coastal management efforts, though the original intent should be kept in mind. |

• Entity Attribute Overview |
In addition to the geographic data layers, two associated data tables, SOC_DAT and SOURCES, are used to store the complex socioeconomic data in the ESI data structure. The geographic data layer containing socioeconomic data resource information (in this case, MANAGED_POLYS) is linked to the Socioeconomic Resources table (SOC_DAT) using HUNUM. HUNUM is a unique reference number concatenated with the atlas number (for SW Peninsular Florida, the number is 220). SOC_DAT and the associated data tables are described in detail in this document. See the Browse_Graphic section for a link to the entity-relationship diagram, which describes the way these tables relate to the geographic data layers and other attribute tables in the ESI data structure. |

NOAA warrants the delivery of this product in computer-readable format. If problems are encountered in downloading the ESI data or with file corruption, contact NOAA (see Distributor). These data represent a snapshot in time and temporal changes may have occurred. The data are not intended to include all biological or human-use resources present in an area; they focus on species and resources particularly sensitive to oiling. In the event of a spill, they should be used for a first assessment only. The data providers are the experts with regard to individual resources. They should be contacted to confirm if more current data exist or if in-depth information is needed about a particular resource. |
Data Set Credit | This project was supported by the Florida Wildlife Research Institute (FWRI), Florida Fish and Wildlife Conservation Commission (FWC). Kathleen OKeife with FWRI served as contract and technical manager for the project. Timyn Rice, Christi Santi, Ryan Druyor, Chris Boland, and other FWRI staff contributed significantly to the project, as did many other individuals from several state and federal agencies and other organizations. At Research Planning, Inc. in Columbia, South Carolina, numerous scientific and staff were involved with different phases of the project. Mark White, GIS Director, and Christine Boring, Biology Dept. Manager, were co-Project Managers. The ESI shoreline was classified by Jennifer Horsman, Steve Quan, and Dr. Tim McClinton. The biological data were collected and compiled by Christine Boring, Lauren Szathmary, and Jennifer Weaver. Lee Diveley, Katy Beckham, Jeff Dahlin, Chris Locke, and Bryan Thom processed and produced the GIS data and final metadata documents. This project was further supported by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Response and Restoration (OR&R), Emergency Response Division (ERD), Seattle, Washington for final data conversion to the current NOAA standard. |

A multi-stage error checking process is used to verify both attribute accuracy and logical consistency throughout data production. The process includes a standardized data entry methodology, data review by in-house and external resource experts, a final Quality Assurance/Quality Control (QA/QC) process, and multiple automated logical consistency checks. Quantitative data (such as densities, counts, abundances, or concentrations) provided by resource experts for inclusion in the data set may vary widely in attribute accuracy, depending upon the methodology used to collect and compile such data. Spatial components for the human-use data layers can come from expert interviews and digital sources. Conceptual Consistency |
A multi-stage error checking process, described in the above Attribute Accuracy Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the GIS manager, before the final Geodatabase and metadata are created. After the data are delivered to NOAA, they are again subjected to several consistency checks, and processed into the final delivery format. |

The SOCECON_POINT features (airports, beaches, EPA facilities, equipment storage, heliports, and staging locations) were selected from the complete dataset on FWRIs enterprise ArcSDE database that fell within the area of interest for the Southwest Florida ESI Atlas. , EPA facilities were downloaded from the EPA Open Data website (https://catalog.data.gov/dataset/us-epa-region-4-rmp-facilities) and features were selected within the area of interest for the Southwest Florida ESI Atlas. After the desired selection was exported to a working geodatabase, two fields were added to meet the new ESI schema. First the TYPE field was added as a text field with 4 characters and then the SOCVAL field was added as text with 6 characters. The TYPE field was entered for all features based upon the standard human-use ESI digital format. Next the SOCVAL field was calculated by concatenating the TYPE field and a sequential numbering scheme. Other data fields were turned off that did not match the ESI format and the data were imported into the final ESI feature dataset based upon the proper ESI Human-Use category (i.e. MANAGED, NAT_HAZARD, NAV_MARINE, POLITICAL, RESOURCE, SOCECON). |

In the first phase of compiling the FMSF GIS data layers for the SOCECON POLY features, site boundaries marked on the source maps were hand digitized by an outside contractor using AutoCAD and a digitizing tablet. The four corners (NAD27) of the source maps were used to place the reference system tics. The AutoCAD files were converted to Arc/Info files, converted into geographic coordinates and joined into a statewide coverage. The statewide coverage was then split into 67 county level Arc/Info coverages. The coverages were later converted to a statewide ArcGIS geodatabase in August 2003 and are now maintained in that format. In December 2014 the datum of the base data layer was translated from NAD27 to WGS84 using ArcGIS 10.2.1 and a composite transformation (NAD27 to NAD83 NADCON & NAD83 to WGS84 ITRF00). Additions, updates, and maintenance to the archaeological GIS data layers are performed by Site File staff using on-screen digitizing in ArcMap. A combination of scanned, georeferenced, 1:24,000 scale USGS quadrangles and ESRI world imagery map services are used as the base maps for the on-screen digitizing process. In addition some data has been imported from outside sources, primarily for Florida State Parks and Eglin Air Force Base. County site files were merged into one file for the study area. Then the SOCVAL and TYPE fields were added, along with their values. Centroids were taken from the original polygons and then those centroids were buffered by 500 ft. |

The above digital and/or hardcopy sources were compiled by the project biologist to create the SOCECON_POINT data layer. Depending on the type of source data, three general approaches are used for compiling the data layer: 1) information gathered during initial interviews and from hardcopy sources are compiled onto U.S. Geological Survey 1:24,000 topographic quadrangles and digitized; 2) hardcopy maps are digitized at their source scale; 3) digital data layers are evaluated and used "as is" or integrated with the hardcopy data sources. See the Lineage section for additional information on the type of source data for this data layer. The ESI, biology, and human-use data are compiled into the standard ESI digital data format. A second set of interviews with participating resource experts are conducted to review the compiled data. If necessary, edits to the SOCECON_POINT data layer are made based on the recommendations of the resource experts, and final hardcopy maps and digital data are created. |
