Abstract

U.S. collision regulation boundaries delineate those waters upon which mariners shall comply with the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) and those waters upon which mariners shall comply with the Inland Navigation Rules. The waters inland of these lines are subject to the Inland Navigation Rules Act of 1980. The waters outside these lines are subject to the International Navigation Rules of the International Regulations for Preventing Collisions at Sea, 1972 (COLREGS). The Coast Guard has the legal authority to effect regulatory changes to COLREGS. Records in this database are derived from descriptions published in the Code of Federal Regulations Title 33, Part 80 and are for planning purposes only.

Process Steps

Process Step 1

CC ID: 836654
Description:

• Original source data and metadata acquired

• Heads up digitize, or coordinate input from original sources

• Cross reference between sources

• Dissolved unnecessary polyline splits and removed multiparts

• On MMS layers dissolved "BDRY_APRV_"

• On OC layers dissolved "APPRVDATE"

• Populated attribute contents

• Validated geometry

Process Date/Time: 2010-01-01 00:00:00

Process Step 2

CC ID: 836651
Description:

• Create a new map document RNC service http://egisws02.nos.noaa.gov/ArcGIS/services/NOAA_RNC

• Add original feature class and scan for features in CollisionRegulationsBoundary feature class which were missing on RNC

• Search COLREGS in the CFR to confirm presence in original feature class

• Edit identified features, including descriptions and related fields in the attribute table

• Use CFR list of up-to-date locations of Collision Regulations to verify their locations in Atlantic, Gulf of Mexico, and Pacific Oceans

Process Date/Time: 2012-01-01 00:00:00

Process Step 3

CC ID: 836653
Description:

• Create a new map document RNC service http://egisws02.nos.noaa.gov/ArcGIS/services/NOAA_RNC

• Add original feature class and scan for features in CollisionRegulationsBoundary feature class which were missing on RNC

• Create bookmarks in ArcMap of missing or erroneous features and features whose geometry does not match their RNC counterpart

• Check current CFR to confirm presence of features in original feature class and to see if new features need to be added

• Edit identified features, including descriptions and related fields in the attribute table

Process Date/Time: 2014-07-01 00:00:00

Process Step 4

CC ID: 836655
Description:

• Compare original data from MarineCadastre.gov data registry to the 2014 Code of Federal Regulations (CFR) and Raster Navigational Charts (RNC)

• Use smallest scale RNC to evaluate features

• Add new features from CFR and RNC, and remove old features

• Update attribute fields

Process Date/Time: 2015-04-01 00:00:00

Process Step 5

CC ID: 836652
Description:

• Download new version of CFR from https://www.govinfo.gov/content/pkg/CFR-2018-title33-vol1/pdf/CFR-2018-title33-vol1.pdf

• Adjust geometry of updated COLREGS lines later than 07/01/2014

• These include: 80.155, 80.160, 80.165, 80.501, 80.502, 80.712, 80.748, 80.815, 80.1420, 80.1430, 80.1440, 80.1450, 80.1460, 80.1470

• Use RNC map service as a guide to recreate new geometries
