The Oregon Department of Geology & Mineral Industries (DOGAMI) contracted with a vendor, Watershed Sciences, Inc (WSI) to collect high resolution topographic data for multiple areas within the Pacific Northwest. The Panther Creek 2015 project area was collected on June 18, 2015. The total area of delivered data equals 10.48 square miles (6,711 acres). Data was collected at a resolution of at least 8 pulses per square meter. The lidar data was used to create this bare-earth digital elevation model (DEM) at 3-foot horizontal resolution in Oregon Lambert projection using NAVD88 and Geoid12a, with all units in international feet.
In addition to the DEM, processed lidar point data was also received by NOAA's OCM and is available through the Related Items section, below.
This dataset provides high resolution terrain elevation and land cover elevation data in the OLC Panther Creek project area.

The Data Access Viewer (DAV) allows a user to search for and download elevation, imagery, and land cover data for the coastal U.S. and its territories. The data, hosted by the NOAA Office for Coastal Management, can be customized and requested for free download through a checkout interface. An email provides a link to the customized data, while the original data set is available through a link within the viewer.

Report by Watershed Sciences Inc detailing the project and processes.
Watershed Sciences analysis of vertical accuracy (in the data report) states that for the Panther Creek study area, no independent survey data were collected or reserved for independent vertical accuracy assessment. As such, vertical accuracy is reported as “compiled to meet”. 68 GSPs, also used in calibration and post-processing of the LiDAR data, yielded a vertical accuracy assessment of 0.138 feet (0.051 meters). Root Mean Square Error (RMSE) is reported as 0.086 ft. (0.026 m).
Data set was found to be complete. See the Acceptance Report for more detailed information.

Acquisition.
Lidar data acquisition was conducted on June 18th, 2015. The LiDAR survey utilized a Leica ALS80 sensor mounted in a Cessna Grand Caravan 208-B The systems were programmed to emit single pulses at a rate of 394.8 kHz and flown at 1,400 meters above ground level (AGL), capturing a scan angle of +/-15 degrees from nadir (field of view equal to 30 degrees).

Processing.
1. TRAJECTORY: Aircraft trajectory (position and attitude) were calculated based on on-board GPS and IMU data with post-processing refinement through coincident static GPS collection.
2. POST-PROCESSING: Laser point return coordinates (x,y,z) were computed using sensor-specific post processing software, combining LiDAR return range and intensity information with aircraft trajectory information.
3. INITIAL QAQC: The post-processed LiDAR files were assembled into flight lines and reviewed for gaps and consistency, as well as systematic noise.
4. CALIBRATION: Custom algorithms evaluated individual swaths for misalignments based on IMU configuration as well as aircraft attitude variability. Offsets were resolved through surface and linear matching algorithms that minimize variability in elevation and slope. Descriptive statistics, thresholds, and specifications providing transparency for data calibration are discussed in the accompanying Data Report.
5. GROUND MODELING: Ground classified point cloud was generated through proprietary data processing tools, with settings and thresholds appropriate to landscape and vegetation condition.
6. ARTIFACT FILTRATION: Noise and processing artifacts were filtered using post-processing software and proprietary quality control methods.
7. DATA PRODUCT: LiDAR points classified as 'ground' were output as a digital elevation model (DEM).

NOAA/OCM received the data from DOGAMI in Arc Grid format . Data were in NAD83(2011) Oregon Lambert horizontally and NAVD88 (Geoid12a) vertically. All units were international feet. For ingest into the Digital Coast Data Access Viewer and adhere to the Open Data Policy, data were converted to GeoTiff format.
