Abstract

This product resulted from merging four regional datasets containing BOEM Planning Area outlines. The use of these Planning Areas makes it easier to refer to Official Protraction Diagrams (OPD) and individual blocks within a region. The Submerged Lands Act (SLA) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) serve as the legal definition for BOEM offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precedence. The original datasets were developed in UTM. Here they are projected in WGS_1984_World_Mercator. As a result, any area values computed from this dataset may differ from the official BOEM areas.

To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

The attributes in this dataset are believed to be accurate.

Horizontal Positional Accuracy:

OCS block corners from which the planning area outlines were derived are calculated values to 3 decimal places of a meter in the TIMS database. However, GIS functions which build topology, change projection, etc. may degrade coordinate values. For that reason, these GIS files are NOT an OFFICIAL record. Maximum scale of intended use is 1:80,000.

Completeness Report:

All NAD83 Federal planning area boundaries are shown. Spatial and attribute properties are believed to be complete, although attribute information has been simplified. Geometric thresholds from original data are preserved. No tests have been completed for exhaustiveness.

Conceptual Consistency:

These data are believed to be logically consistent. Geometry is topologically clean.

Source datasets were re-projected into WGS_1984_World_Mercator. Re-projected sources were merged into one layer. Attributes of the resulting layer were manipulated to match desired schema. "MMS_PLAN_A" was already present and correctly populated for all features. "Region_name" was populated from "Text_Label" when present, or filled in with information found in source metadata when "Text_Label" attribute was not present.

Description:

For the four original regional datasets: The source data for the OCS block coverage is a theoretical mathematical derivation. In-house (BOEM) computer programs are used to generate a grid of blocks for each appropriate UTM zone. These blocks were clipped to show only those blocks or portions thereof within federal jurisdiction. The Planning Area outline coverage was constructed from the block coverage by using Arc/Infos dissolve command.
