Abstract

Restoration of beach, dune, and back-barrier marsh habitats at the Caillou Lake Headlands location occurred on Whiskey Island, a barrier island in the Isle Dernieres reach of the Terrebonne Basin barrier system. The project was federally authorized under the Water Resources Development Act of 2007 and selected as a preferred alternative in the Terrebonne Basin Barrier Shoreline Restoration (TBBSR) Integrated Feasibility Study and Final Environmental Impact Statement (United States Corps of Engineers (USACE) 2010)), and included in the 2012 Louisiana's Comprehensive Master Plan for a Sustainable Coast. The restoration used approximately 10.5 million cubic yards of sand/sediment to restore 954 acres beach, dune, and marsh. NOAA is the lead Trustee for the design and construction of this project component, working cooperatively with Louisiana and the DOI.

Purpose

The purpose of this project was to increase island longevity by restoring the dune and marsh planforms. The project restored the shoreline, dune, and back-barrier marsh to increase island habitat utilization by essential fish and wildlife species both on the barrier headland and in the consequently developed quiescent bays. Restoration work repaired the breaches in the shoreline and will prevent the creation of new breaches over the project component life, while reestablishing dune and marsh platforms. NOAA is a steward, or "trustee," for the nation’s coastal and marine resources. We act on behalf of the public to protect and restore natural resources harmed by oil spills, releases of hazardous waste, and, in some instances, vessel groundings. NOAA’s Damage Assessment, Remediation, and Restoration Program (DARRP) works with teams of other state, tribal, and federal trustee agencies, often in cooperation with industry. We also involve the public as we develop plans for restoration. NOAA trust resources are living marine resources. They include commercial and recreational fishery resources, (fish, shellfish, and their habitats), migratory fish species (like salmon and eels), endangered and threatened marine species (like whales, sea turtles, and their habitats), and other critical habitats (like marshes, mangroves, seagrass beds, and coral reefs), and resources associated with National Marine Sanctuaries and National Estuarine Research Reserves.As part of NOAA’s efforts to protect and restore natural resources, we gather, standardize and integrate environmental data to support our assessment of injuries. These data may include contaminant chemistry results from sediment, tissue, water, oil or other collected materials; toxicity test results from sediment or water conducted in the field or laboratory; field measurements and observations; imagery and photographs of marine resources.
