This data set comprises a portion of the ESI data for Florida. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources.

Purpose

The ESI data provide sensitive areas data for oil spill planning and response and other environmental management and natural resource purposes. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive areas. These data also support other related state and federal regulatory requirements for oil spill prevention, planning, response, and restoration.

Data Quality

Accuracy:

A multi-stage error checking process is used to verify both attribute accuracy and logical consistency throughout data production. The process includes a standardized data entry methodology, data review by in-house and external resource experts, a final Quality Assurance/Quality Control (QA/QC) process, and multiple automated logical consistency checks. Quantitative data (such as densities, counts, abundances, or concentrations) provided by resource experts for inclusion in the data set may vary widely in attribute accuracy, depending upon the methodology used to collect and compile such data. For a more detailed evaluation of source data attribute accuracy, contact the sources listed in the Lineage section. The attribute accuracy is estimated to be 'good' given the years of ESI experience, the data input methodology, the quality control review sessions, and the digital logical consistency checks.

Horizontal Positional Accuracy:

Spatial components for the biological data layers can come from expert interviews, hardcopy, or digital sources. Some of the spatial components of the biological data layers may have been developed using regional experts who estimate concentration areas. It is difficult to estimate the positional accuracy of such data, except to state that they are compiled on hardcopy base maps with a scale of 1:24,000. Some of the spatial components of the biological data sets are developed from pre-existing digital or hardcopy sources and reflect the positional accuracy of these original data. Note that biological resource data by their very nature are considered "fuzzy", and this should be understood when considering the positional accuracy of vector digital objects representing these resources. See the Lineage and Process_Description sections for more information on the original source data and how these data were integrated or manipulated to create the final data set.

Completeness Report:

These data represent a synthesis of digital data on SAV, hardbottom, and Sargassum distribution. See also the BENTHICPT data layer, part of the larger Florida Panhandle ESI database, for additional benthic information. These data do not necessarily represent all benthic occurrences in Florida Panhandle. The following species are included in this data set: (Species_ID, Common Name, Scientific Name [n/a if not applicable]): 253, Hardbottom reef, n/a; 317, Sargassums, Sargassum spp.; 609, Submerged aquatic vegetation, n/a.

Conceptual Consistency:

A multi-stage error checking process, described in the above Attribute_Accuracy_Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the ESI manager, where the data are written to CD-ROM and the metadata are written. RARNUM's are defined on an element basis, so 'resources at risk' groupings will contain only a single element.

Description:

Sources of data used to depict invertebrate distribution and seasonality include interviews with resource experts from the Florida Fish and Wildlife Research Institute (FWRI), fishery-independent sampling data provided, fisheries catch (Trip Ticket) data, other survey data, and vector digital data on oyster reef locations provided by FWC. Shrimp and crabs - Blue crab, as well as pink, brown, and white shrimp, were mapped to bays and estuaries based on survey data from Florida’s Fisheries-Independent Monitoring database. Monthly percent occurrence from 2010 to 2022 was calculated for each species by gear type and geographic zone. Monthly presence was determined by whether a species was found to occur in greater than 5% of catches in any month/gear type combination for a given geographic area. Seasonality information was derived from published information and expert opinion. Stone crabs were mapped to geographic areas in which they occur based on Trip ticket data and supplemented with expert opinion. Horseshoe crabs were mapped to spawning beaches and coastal waters in which they occur. Horseshoe crab spawning beaches were mapped using FWC survey data from 2017 to 2023. A polygonal buffer was drawn around ESI shoreline on either side of each survey segment, and the maximum density (crabs per meter) of horseshoe crabs counted across survey years was reported for each spawning beach. Additional spawning locations were mapped based on expert knowledge of the area. Spawning locations in this area are poorly surveyed, and public reports are limited due to inaccessibility. Therefore, it is possible that horseshoe crabs can be found spawning on any of the following ESI shorelines in salinities greater than 20 ppt: sand beaches, tidal flats, scrub-shrub wetlands, and vegetated low banks. Spawning seasonality was added to waters adjacent to potential spawning habitats to indicate the potential for spawning to occur in regions where surveys are not conducted. The general distribution of horseshoe crabs was delineated based on published data (Smith et al. 2017) and expert opinion. Oysters were mapped using digital data provided by FWC and additional restoration and monitoring datasets. Oyster habitats throughout the Panhandle were included based on FWC’s statewide oyster habitats dataset. This dataset contained polygons that were smaller than the ESI minimum mapping unit, but clearly represented buffered point locations. All polygons were buffered by 5 m to get a dataset that met the MMU (125 m2). Oysters from this dataset were assigned the concentration ‘Live oyster’. Oysters were also included from a dataset representing restoration areas in Apalachicola Bay (SEACAR 2023). Polygons from this dataset were included where they didn’t overlap the statewide dataset and assigned the concentration ‘Restoration area’, because they were known areas with cultch placement. Additionally, restoration monitoring locations with oysters present that fell outside of the other two datasets were included as buffered points with the concentration ‘Low density’. Oyster reefs mapped in the ESI are not the only reefs that could occur in coastal areas but represent the majority of reefs present. Bay scallops were mapped to seagrass beds in areas where they have been found during surveys, based on data provided by FWC. Panama City crayfish (ST) was mapped based on polygons from the FNAI habitats dataset. ESA-Listed species of freshwater mussels that occur in our AOI were mapped based on range maps provided by USFWS. Species ranges provided by USFWS were clipped to ESI water polygons where they occurred within the AOI. The above digital and/or hardcopy sources were compiled by the project biologist to create the INVERT data layer.
