Abstract

Original Product: Classified LAS 1.4 files, delivered to meet USGS 3DEP Lidar Base Specifications 2022 Rev. A for QL1 data, covering three separate forested Areas of Interest (AOI) in western Oregon. Lidar was flown in 2020 for Oregon Department of Forestry. Data was reprocessed in 2024 as an "In-Kind" product to meet 3DEP QL1 standards for aiding in post-wildfire recovery work by state and federal agencies.

Original Geographic Extent: This dataset and derived products encompass a combined area covering approximately 1,176 square miles of forested land located in parts of the following counties: Clatsop, Tillamook, Washington, Columbia, Lincoln, Benton, Marion, Clackamas, and Linn.

Original Dataset Description: Lidar flight line swaths were processed to create 3,951 classified files delineated in 3000 ft x 3000 ft tiles. Each LAS file contains Lidar point information which has been calibrated, controlled, and classified. Non-Vegetated Vertical Accuracy (NVA) was assessed using 77 check points located on bare earth in clear, unobstructed areas. Vegetated Vertical Accuracy (VVA) was assessed using 66 check points in tall grass, forest, and shrub landcover types.

Conditions at time of acquisition: free of snow, smoke, fog and cloud cover.

This metadata record supports the data entry in the NOAA Digital Coast Data Access Viewer (DAV). For this data set, the DAV is leveraging the Entwine Point Tiles (EPT) hosted by USGS on Amazon Web Services.

Purpose

The purpose of the lidar data was to produce a high accuracy 3D dataset that meets all necessary standards laid out by the 3D Elevation Program and the Oregon Department of Forestry contract. The lidar point cloud data were used to create classified lidar LAS files, hydro-flattened DEMs, maximum surface height surface models, and 3D breaklines of rivers and lakes within the study area.

  • Entwine Point Tile (EPT) is a simple and flexible octree-based storage format for point cloud data. The data is organized in such a way that the data can be reasonably streamed over the internet, pulling only the points you need. EPT files can be queried to return a subset of the points that give you a representation of the area. As you zoom further in, you are requesting higher and higher densities. A dataset in EPT will contain a lot of files, however, the ept.json file describes all the rest. The EPT file can be used in Potree and QGIS to view the point cloud.

Horizontal Positional Accuracy:

This data set was produced to meet ASPRS Positional Accuracy Standards for Digital Geospatial Data (2014) for a 0.57 ft (17.4 cm) RMSEx / RMSEy Horizontal Accuracy Class which equates to Positional Horizontal Accuracy = +/- 1.4 ft (42.6 cm) at a 95% confidence level.

Vertical Positional Accuracy:

This data set was produced to meet ASPRS Positional Accuracy Standard for Digital Geospatial Data (2014) for a 10-cm RMSEz Vertical Accuracy Class. Nonvegetated (NVA) and Vegetated (VVA) checkpoints were independently surveyed to assess final accuracy.

USGS Determined Vertical Accuracy:

Non-Vegetated Vertical Accuracy (NVA) = 4.72 cm RMSE

Vegetated Vertical Accuracy (VVA) = 26.97 cm at the 95th Percentile

Completeness Report:

A visual qualitative assessment was performed to ensure data completeness. No void areas or missing data exist. The raw point cloud is of good quality and data passes Non-Vegetated Vertical Accuracy (NVA) and Vegetated Vertical Accuracy (VVA) specifications.

Conceptual Consistency:

Classified LAS files were tested by GeoTerra for vertical accuracy. All data is seamless from one tile to the next and contain no gaps or data voids.

The NOAA Office for Coastal Management (OCM) ingested references to the USGS Entwine Point Tiles (EPT) hosted on Amazon Web Services (AWS) into the Digital Coast Data Access Viewer (DAV). The DAV accesses the point cloud as it resides on AWS under the usgs-lidar-public-container.

Lidar Pre-Processing: 1. Review all flight data to ensure accuracy of the laser points and complete coverage of the project area. 2. Perform corrections for aircraft position data using Precise Point Positioning (PPP) method. 3. Develop a smoothed best estimate of trajectory (SBET) file that blends post-processed aircraft position with sensor head position and attitude recorded throughout the survey. 4. Calculate laser point position by associating SBET position to each laser point return time, scan angle, intensity, etc. Create raw laser point data for the entire survey in *.las format. Convert data to orthometric elevations by applying a Geoid 12b correction. 5. Import raw point data into manageable blocks to perform relative accuracy calibration and filter erroneous points. Auto-classify ground points for individual flight lines. 6. Perform automated line-to-line calibrations for system attitude parameters (pitch, roll, heading), mirror flex (scale) and GPS/IMU drift. Calculate calibrations on ground classified points from paired flight lines and apply results to all points in a flight line. Calculate relative line-to-line data accuracy after final adjustment. 7. Apply final positional adjustment to the point cloud by comparing ground classified points to surveyed ground control points.
