As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Original Product: Classified LAS 1.4 files, delivered to meet USGS 3DEP Lidar Base Specifications 2022 Rev. A for QL1 data, covering three separate forested Areas of Interest (AOI) in western Oregon. Lidar was flown in 2020 for Oregon Department of Forestry. Data was reprocessed in 2024 as an "In-Kind" product to meet 3DEP QL1 standards for aiding in post-wildfire recovery work by state and federal agencies.
Original Geographic Extent: This dataset and derived products encompass a combined area covering approximately 1,176 square miles of forested land located in parts of the following counties: Clatsop, Tillamook, Washington, Columbia, Lincoln, Benton, Marion, Clackamas, and Linn.
Original Dataset Description: Lidar flight line swaths were processed to create 3,951 classified files delineated in 3000 ft x 3000 ft tiles. Each LAS file contains Lidar point information which has been calibrated, controlled, and classified. Non-Vegetated Vertical Accuracy (NVA) was assessed using 77 check points located on bare earth in clear, unobstructed areas. Vegetated Vertical Accuracy (VVA) was assessed using 66 check points in tall grass, forest, and shrub landcover types.
Conditions at time of acquisition: free of snow, smoke, fog and cloud cover.
This metadata record supports the data entry in the NOAA Digital Coast Data Access Viewer (DAV). For this data set, the DAV is leveraging the Entwine Point Tiles (EPT) hosted by USGS on Amazon Web Services.

Lineage Statement:
The NOAA Office for Coastal Management (OCM) ingested references to the USGS Entwine Point Tiles (EPT) hosted on Amazon Web Services (AWS) into the Digital Coast Data Access Viewer (DAV). The DAV accesses the point cloud as it resides on AWS under the usgs-lidar-public-container.
Process Steps:
- 2022-12-01 00:00:00 - Lidar Pre-Processing: 1. Review all flight data to ensure accuracy of the laser points and complete coverage of the project area. 2. Perform corrections for aircraft position data using Precise Point Positioning (PPP) method. 3. Develop a smoothed best estimate of trajectory (SBET) file that blends post-processed aircraft position with sensor head position and attitude recorded throughout the survey. 4. Calculate laser point position by associating SBET position to each laser point return time, scan angle, intensity, etc. Create raw laser point data for the entire survey in *.las format. Convert data to orthometric elevations by applying a Geoid 12b correction. 5. Import raw point data into manageable blocks to perform relative accuracy calibration and filter erroneous points. Auto-classify ground points for individual flight lines. 6. Perform automated line-to-line calibrations for system attitude parameters (pitch, roll, heading), mirror flex (scale) and GPS/IMU drift. Calculate calibrations on ground classified points from paired flight lines and apply results to all points in a flight line. Calculate relative line-to-line data accuracy after final adjustment. 7. Apply final positional adjustment to the point cloud by comparing ground classified points to surveyed ground control points.
- 2024-05-26 00:00:00 - Lidar Post-Processing: 1. Classify data to ground and other client designated classifications using site-specific algorithms. 2. Manually QC data classification. 3. After completion of classification and final QC, calculate final density and final ground fit statistics for NVA, VVA, using field surveyed QC checkpoints.
- Original point clouds in LAS/LAZ format were restructured as Entwine Point Tiles and stored on Amazon Web Services. The data were re-projected horizontally to WGS84 web mercator (EPSG 3857) and the vertical units of NAVD88 (Geoid12B), International feet were converted to meters.
- 2025-10-23 00:00:00 - The NOAA Office for Coastal Management (OCM) created references to the Entwine Point Tiles (EPT) that were ingested into the NOAA Digital Coast Data Access Viewer (DAV). No changes were made to the data. The DAV will access the point cloud as it resides on Amazon Web Services (AWS) under the usgs-lidar-public container. 7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
