Original Dataset Description: Lidar flight line swaths were processed to create 3,148 classified LAS 1.4 files delineated in 3000ft x 3000ft tiles. Each LAS file contains lidar point information, which has been calibrated, controlled, and classified. Class 2 (ground, unflagged) lidar points in conjunction with the hydro breaklines were used to create 3-foot hydro-flattened Raster DEMs delineated in 3000ft x 3000ft tiles.
Conditions at time of acquisition: free of snow, smoke, fog and cloud cover.
This data was provided to the NOAA Office for Coastal Management (OCM) by DOGAMI (Oregon Department of Geology and Mineral Industries), for the purpose of making the data publicly available for custom and bulk downloads from the NOAA Digital Coast Data Access Viewer.
The purpose of the lidar data was to produce a high accuracy 3D dataset that meets all necessary standards laid out by the Oregon Department of Forestry contract. The lidar point cloud data were used to create classified lidar LAS files, hydro-flattened DEMs, highest hit surface models, intensity images, and 3D breaklines of rivers and lakes within the study area.

The Data Access Viewer (DAV) allows a user to search for and download elevation, imagery, and land cover data for the coastal U.S. and its territories. The data, hosted by the NOAA Office for Coastal Management, can be customized and requested for free download through a checkout interface. An email provides a link to the customized data, while the original data set is available through a link within the viewer.

Entwine Point Tile (EPT) is a simple and flexible octree-based storage format for point cloud data. The data is organized in such a way that the data can be reasonably streamed over the internet, pulling only the points you need. EPT files can be queried to return a subset of the points that give you a representation of the area. As you zoom further in, you are requesting higher and higher densities. A dataset in EPT will contain a lot of files, however, the ept.json file describes all the rest. The EPT file can be used in Potree and QGIS to view the point cloud.

Lidar Pre-Processing: 1. Review all flight data to ensure accuracy of the laser points and complete coverage of the project area. 2. Perform corrections for aircraft position data using Precise Point Positioning (PPP) method. 3. Develop a smoothed best estimate of trajectory (SBET) file that blends post-processed aircraft position with sensor head position and attitude recorded throughout the survey. 4. Calculate laser point position by associating SBET position to each laser point return time, scan angle, intensity, etc. Create raw laser point data for the entire survey in *.las format. Convert data to orthometric elevations by applying a Geoid 18 correction. 5. Import raw point data into three manageable blocks to perform relative accuracy calibration and filter erroneous points. Auto-classify ground points for individual flight lines. 6. Perform automated line-to-line calibrations for system attitude parameters (pitch, roll, heading), mirror flex (scale) and GPS/IMU drift. Calculate calibrations on ground classified points from paired flight lines and apply results to all points in a flight line. Calculate relative line-to-line data accuracy after final adjustment. 7. Apply final positional adjustment to the point cloud by comparing ground classified points to surveyed ground control points. |

Hydro-flattening Breaklines and Hydro-flattened DEM creation: Water boundaries were manually derived for rivers and lakes by reviewing ground-classified Lidar with intensity values in a 3D environment. Lakes were assigned a consistent elevation for an entire polygon while rivers were assigned consistent elevations on opposing banks to ensure downstream flow through the entire river channel. Resulting breaklines were incorporated into the DEM to produce a hydro-flattened surface model by enforcing elevation values derived from the breakline to correct the interpolation along the hard water edges. Breaklines were also used to classify all ground points within the identified water bodies to class 9 (water). |

The NOAA Office for Coastal Management (OCM) received 3148 GeoTIFF files from the Oregon Department of Geology and Mineral Industries (DOGAMI). The files were in OR Statewide Lambert NAD83(2011) international feet coordinates and the elevations were in NAVD88 (GEOID18) international feet. The bare earth raster files were at a 3 ft grid spacing. OCM assigned the vertical EPSG code (8228), the horizontal EPSG code (6557) and copied the raster files to AWS S3 for Digital Coast storage and provisioning purposes. |
