Data Management Plan (Deprecated)
GUID: gov.noaa.nmfs.inport:79659 | Published / External
InPort now supports a dedicated Data Management Plan Catalog Item type, which is up-to-date with the latest NOAA DMP template. The ability to generate Data Management Plans from Data Sets will be discontinued in a future release. For more information, consult the help guides on the new Data Management Plan as well as how to convert this Legacy DMP to the new format.
Data Management Plan
DMP Template v2.0.1 (2015-01-01)
Please provide the following information, and submit to the NOAA DM Plan Repository.Reference to Master DM Plan (if applicable)
As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Products: These are the raster digital elevation model (DEM) data for the Maryland 4 County project level delivery, as part of the required deliverables for the USGS Maryland 4 county project.
Geographic Extent: This dataset consists of two blocks of data, covering approximately 2250 square miles in four counties (including Baltimore City) in Maryland.
MD_4County_1 (Work Unit 301118) - 665.5 square miles in Garrett County
MD_4County_2 (Work Unit 301119) - 1584.5 square miles in Baltimore, Baltimore City, Carroll, and St. Mary's counties.
Dataset Description: This project called for the planning, acquisition, processing, and derivative products of lidar data to be collected at an aggregate nominal pulse spacing (ANPS) of 0.35 meters (8ppsm). Project specifications are based on the U.S. Geological Survey National Geospatial Program Base Lidar Specification 2024 Rev A. The data was developed based on a coordinate reference system NAD83(2011) / UTM zones 17N (EPSG: 6346) and 18N (EPSG: 6347), meters; Geoid 18. Lidar data was delivered as processed LAS 1.4 files, formatted to individual 1000 m x 1000 m tiles, and as tiled derived bare earth DEMs; all tiled to the same 1000 m x 1000 m schema, intensity images, breaklines, swath separation images and maximum height surface rasters.
Ground Conditions: Lidar was collected in Winter of 2024, under cloud, fog, and snow free conditions, with no unusual flooding or inundation.
This metadata record supports the data entry in the NOAA Digital Coast Data Access Viewer (DAV). For this data set, the DAV is leveraging the GeoTIFF files hosted by USGS on Amazon Web Services.
Notes: Only a maximum of 4000 characters will be included.
Notes: Data collection is considered ongoing if a time frame of type "Continuous" exists.
Notes: All time frames from all extent groups are included.
Areas of collection for MD_4County_2 (Work Unit 301119) - Baltimore, Baltimore City, Carroll, and St. Mary's counties.

Notes: The name of the Person of the most recent Support Role of type "Metadata Contact" is used. The support role must be in effect.
Notes: The name of the Organization of the most recent Support Role of type "Metadata Contact" is used. This field is required if applicable.
3. Responsible Party for Data Management
Program Managers, or their designee, shall be responsible for assuring the proper management of the data produced by their Program. Please indicate the responsible party below.
Notes: The name of the Person of the most recent Support Role of type "Data Steward" is used. The support role must be in effect.
4. Resources
Programs must identify resources within their own budget for managing the data they produce.
5. Data Lineage and Quality
NOAA has issued Information Quality Guidelines for ensuring and maximizing the quality, objectivity, utility, and integrity of information which it disseminates.
(describe or provide URL of description):
Lineage Statement:
The NOAA Office for Coastal Management (OCM) ingested references to the USGS GeoTIFF files that are hosted on Amazon Web Services (AWS), into the Digital Coast Data Access Viewer (DAV). The DAV accesses the raster data as it resides on AWS.
Process Steps:
- 2025-09-19 00:00:00 - The bare earth DEM was generated using the lidar bare earth points to a resolution of 0.5 meters. This process was done in batch using proprietary software. The technicians then used Fugro proprietary software for the production of the lidar-derived bare earth DEM surface in initial grid format at 0.5 meters GSD. The entire data set was checked for complete project coverage. Once the data was checked, the tiles were then converted to industry-standard, GIS-compatible, 32-bit floating point raster format. Georeference information is included in the raster files. Void areas (i.e., areas outside the project boundary but within the tiling scheme) are coded using a unique NODATA value.
- 2026-04-29 00:00:00 - The NOAA Office for Coastal Management (OCM) created references to the USGS GeoTIFF files that were ingested into the NOAA Digital Coast Data Access Viewer (DAV). No changes were made to the data. The DAV will access the raster data as it resides on Amazon Web Services (AWS). These are the GeoTIFF files that are being accessed: https://prd-tnm.s3.amazonaws.com/index.html?prefix=StagedProducts/Elevation/OPR/Projects/MD_4County_D24/MD_4County_1_D24/TIFF/ https://prd-tnm.s3.amazonaws.com/index.html?prefix=StagedProducts/Elevation/OPR/Projects/MD_4County_D24/MD_4County_2_D24/TIFF/

6. Data Documentation
The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.
Missing/invalid information:
- 1.7. Data collection method(s)
- 3.1. Responsible Party for Data Management
- 4.1. Have resources for management of these data been identified?
- 4.2. Approximate percentage of the budget for these data devoted to data management
- 5.2. Quality control procedures employed
- 7.1. Do these data comply with the Data Access directive?

(describe or provide URL of description):
7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.

Notes: The name of the Organization of the most recent Support Role of type "Distributor" is used. The support role must be in effect. This information is not required if an approved access waiver exists for this data.
Notes: This field is required if a Distributor has not been specified.
