The USGS/NGTOC contracted Digital Aerial Solutions, LLC to obtain professional services related to the development of Light Detection and Ranging (LiDAR) data between January and February of 2015. These LiDAR elevation data will be used for conservation planning, design, research, floodplain mapping, wetlands identification, dam safety assessments, hydrologic modeling, and subsidence monitoring.

Entwine Point Tile (EPT) is a simple and flexible octree-based storage format for point cloud data. The data is organized in such a way that the data can be reasonably streamed over the internet, pulling only the points you need. EPT files can be queried to return a subset of the points that give you a representation of the area. As you zoom further in, you are requesting higher and higher densities. A dataset in EPT will contain a lot of files, however, the ept.json file describes all the rest. The EPT file can be used in Potree and QGIS to view the point cloud.

| Horizontal Positional Accuracy: |
Horizontal error in lidar derived elevation data is largely a function of positional error as derived from the Global Navigation Satellite System (GNSS), attitude (angular orientation) error (as derived from the INS) and flying altitude; and can be estimated based on these parameters. As described in Section 7.5 of the ASPRS Positional Accuracy Standards for Digital Geospatial Data the horizontal errors in lidar data are largely a function of GNSS positional error, INS angular error, and flying altitude. Therefore lidar data collected with GNSS error of 0.05m and the IMU error of 0.03492 degrees at an altitude of 1,600 meters; the expected radial horizontal positional error will be RMSEr = 11.2 cm. |

| Vertical Positional Accuracy: |
Vertical Accuracy of the bare-earth LiDAR data was assessed and reported in accordance with the ASPRS Positional Accuracy Standards for Digital Geospatial Data; One hundred and sixty-one (161) surveyed points were measured for the purpose of assessing the accuracy of the Terrebonne Lidar data (41 FVA + 120 SVA). Both data sets, Lidar and Digital Elevation Models (DEMs) have been tested for their individual vertical accuracy levels. The Lidar was tested by using interpolation while the DEMs where tested by extracting the elevation of a pixel containing the checkpoint. All DEM Vertical accuracy results are reported in the DEM Metadata reports while this project wide Metadata file is reporting the vertical accuracy results from the source Lidar. The Required Consolidated Vertical Accuracy (CVA): 36.3 cm. The Required Supplemental Vertical Accuracy (SVA): 36.3 cm. The Required Fundamental Vertical Accuracy (FVA): 18.13 cm Absolute vertical accuracy assessments for the point cloud data are made against ground check point data. For the G15PD00057, South Terrebonne and Gulf Islands QL2 LiDAR, ground check point data consisted of the ground GPS base station, and real-time kinematic (RTK) GPS techniques. Check point locations were collected at 1 – second intervals during the RTK survey. Points collected during the static pre-initialization and post-initialization were removed from the assessment so as not to bias the assessment. Local TIN models of the elevation points are built around each ground check points. The tin model elevation is sampled at the horizontal position of the ground check point. The TIN model elevation and ground check point survey elevation values were used to calculate the fundamental vertical accuracy (FVA) of the swath point clouds. The FVA of the TIN tested RMSEz 0.078 meters and 0.152 meters at the 95% confidence level in open terrain. FVA of the DEM tested at an RMSEz of 0.078 meters and 0.154 meters at the 95% confidence level in open terrain. |

The raw LAS data files included all data points collected. No points have been removed or excluded. A visual qualitative assessment was performed to ensure data completeness. No void areas or missing data exist. The raw point cloud is of good quality and data passes Fundamental Vertical Accuracy specifications. Aerial LiDAR Acquisition: Aerial data collection was acquired, in Twenty Two (22) missions, using the Leica ALS80 SN# 8235 & ALS60 SN# 6130 at an altitude of 2,000 & 1,400 meters AGL respectively. This was to support a 4.0 ppm^2 LiDAR point cloud. Airborne GPS and IMU data was collected during the acquisition and supported by Leica GPS 1200 base stations that occupied temporary monuments in conjunction with CORS stations, Data acquisition started January 26, 2015 and was complete February 13, 2015. Ground Control Survey: A survey was performed to support the acquisition of Light Detection and Ranging (LiDAR). The control network involved a total of 246 check points (41 FVA and 120 SVA). The points were a combination of the following ground cover classification: Open Terrain, Urban Terrain, Bare Earth, High Grass and Low Trees. All field survey observations were conducted between January 19, 2015 and February 13, 2015 with Leica GPS 1200 equipment. |

LiDAR Pre-processing: Airborne GPS and IMU data were merged to develop a Smooth Best Estimate of Trajectory (SBET) of the LiDAR system for each mission. LiDAR ranging data were initially calibrated using previous best parameters for this instrument and aircraft. Relative calibration was evaluated using advanced plane-matching analysis and parameter corrections derived. This process was repeated interactively until residual errors between overlapping swaths, across all project lifts, was reduced to 2 cm or less. RAW Data Processing: The Initial processing of the GPS data was processed using Inertial Explorer producing a solution file for each mission. LiDAR Post-processing: The calibrated and controlled LiDAR swaths were processed using automatic point classification routines in TerraSolid software. These routines operate against the entire collection (all swaths, all lifts), eliminating character differences between files. Data were then distributed as virtual tiles to experienced LiDAR analysts for localized automatic classification, manual editing, and peer-based QC checks. Supervisory QC monitoring of work in progress and completed editing ensured consistency of classification character and adherence to project requirements across the entire project. All classification tags are stored in the original swath files. After completion of classification and final QC approval, the NVA and VVA for the project are calculated. Sample areas for each land cover type present in the project were extracted and forwarded to the client, along with the results of the accuracy tests. Upon acceptance, the complete classified LiDAR swath files were delivered to the client. |

Hydro Breaklines: Hydro break lines were compiled in ArcMap using the LiDAR intensity data and surface terrain model of the entire project area. After the collection of hydro lines all features were conflated and validated for monotonicity and vertical variance, to ensure that no points were floating above ground. The hydro break lines were then embedded into the LiDAR surface and used to create a hydro enforced DEM. |
