Certification of Admissibility Authorized Officials Under the Mammal Protection Act Import Provisions

In September 2025, NOAA Fisheries published a notice in the Federal Register announcing its 2025 Comparability Finding Determinations under the Marine Mammal Protection Act (MMPA) Import Provisions. To implement these import prohibitions, foreign government officials from harvesting or exporting nations that have received comparability finding denials are required to sign Certifications of Admissibility forms (COAs) as appropriate to attest that fish and fish products offered for entry into the United States are not subject to import prohibitions.
The spreadsheet below includes details on authorized officials designated by affected nations to certify the U.S. COAs.
