This opinion considers the effects of in-water pile driving of steel piles and the removal of structures and piles in marine waters, construction vessel traffic, and support operations.

The action may affect the endangered sperm whale, endangered threatened Mexico distinct population segments (DPS) humpback whale, endangered Western DPS Steller sea lion, and the proposed threatened sunflower sea star. There is no designated critical habitat for Mexico DPS humpback whales or Steller sea lions in the action area.

This opinion is based on information provided in the Biological Assessment (BA), IHA Application, and Proposed IHA (90 FR 13463, March 24, 2025). Other sources of information relied upon include consultation communications (emails and virtual meetings), recent consultations completed in the same region, previous monitoring reports, and marine mammal surveys conducted in Chatham Strait and near Killisnoo Harbor.
