The NOAA Fisheries Office of Protected Resources—Permits, Conservation, and Education Division's proposal to issue permit No. 14791 to Douglas Nowacek of Duke University for research on North Atlantic right whales (Eubalaena glacialis) within waters of the Western North Atlantic Ocean, including the Gulf of Maine, Cape Cod Bay, and coastal waters within 50 nautical miles of the shore along the entire eastern seaboard of the United States.
