This opinion considers the effects of in-water pile driving of steel piles and the removal and replacement of other harbor components in marine waters, construction vessel traffic, and support operations on the endangered Western DPS Steller sea lion.

This opinion considers the effects of in-water pile driving of steel piles and the removal and replacement of other harbor components in marine waters, construction vessel traffic, and support operations on the endangered Western DPS Steller sea lion.

This action may affect the endangered Western DPS Steller sea lion, sunflower sea star, endangered North Pacific right whale, threatened Mexico DPS, endangered Western North Pacific DPS humpback whale, endangered fin whale, and the endangered sperm whale.

This opinion is based on information provided in the Biological Assessment (BA), IHA application and the proposed IHA (90 FR 23891; June 5, 2025). A complete record of this consultation is on file at NMFS’s Anchorage, Alaska, office.
