This consultation considers the effects of demolition and removal of the old harbor structure, grading the ramp area, installing new piles, construction vessel traffic, and support operations.

This action may affect the endangered Western DPS Steller sea lion and its critical habitat. In addition, the action agency requested a discretionary formal conference on the proposed threatened sunflower sea star.

This opinion is based on information provided in the Biological Assessment provided by USACE via PND Engineers. Other sources of information relied upon include emails, targeted studies, SSVs, stock assessment reports, and past monitoring reports. A complete record of this consultation is on file at NMFS’s Anchorage, Alaska office.
