Regulatory Impact Review and Final Regulatory Flexibility Analysis For a Regulatory Amendment to the Halibut and Sablefish Individual Fishing Quota (IFQ) Program

Analysis to evaluate a final action to amend Pacific halibut and sablefish Individual Fishing Quota regulations to revoke quota share that have been inactive since initially issued in 1995.

Inactive quota share are those held by a person that have never harvested their individual fishing quota and have never transferred quota share or individual fishing quota into or out of their individual fishing quota accounts. A written request must be submitted to NOAA Fisheries requesting the inactive quota share not be revoked. Otherwise, the inactive quota share will be revoked and the associated individual fishing quota proportionally distributed to fishery participants.
