This document is a Regulatory Impact Review/Initial Regulatory Flexibility Analysis to analyze American Fisheries Act (AFA) vessel replacement provisions.

The Coast Guard Authorization Act of 2010 (Coast Guard Act) expressly authorizes the Council to recommend for approval by the Secretary of Commerce conservation and management measures. Such measures include size limits and measures to control fishing capacity, to ensure that the Coast Guard Act does not diminish the effectiveness of the groundfish fishery management plans of the Bering Sea and Aleutian IslandsĀ and of the Gulf of Alaska.
