Secretarial Review: Regulatory Impact Review/Final Environmental Assessment/Initial Regulatory Flexibility Analysis for Proposed Amendment 88 to the Gulf of Alaska Fishery Management Plan Central Gulf of Alaska Rockfish Program
In 2005, the Council adopted a share-based management program, under which the total allowable catch of rockfish primary species (Pacific ocean perch, northern rockfish, and pelagic shelf rockfish) is apportioned as exclusive shares to cooperatives, based on the catch history of the members of those cooperatives.
Although originally subject to a sunset after 2 years, the 2007 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act extended the term of the Rockfish Pilot Program program to 5 years. Under this extension, the Pilot Program is scheduled to sunset after the 2011 season. This action considers alternatives to allowing the rockfish fisheries to return to LLP management, in order to maintain the benefits derived under the Pilot Program.
