Environmental Consultation Organizer (ECO)

ECO is an information management application covering NOAA Fisheries consultations under the Endangered Species Act (ESA) and Magnuson-Stevens Fishery Conservation and Management Act sections 305(b)(2) & 305(b)(4) Essential Fish Habitat (EFH).

The public portal no longer requires a username and password in order to access consultation information, and is available on this public-facing site:

ECO Public Portal

ECO users with a noaa.gov email address must sign into ECO with their CAC and PIN number to access their homepage and dashboard. NOAA action agency ECO users have the option of accessing consultation information on the public-facing site if they choose not to log in to the application.

About ECO

ECO is a web-based query system that allows all federal agencies, project managers, permit applicants, consultants, and the general public to find the current status of NOAA Fisheries’ Endangered Species Act (ESA) and Essential Fish Habitat (EFH) consultations that are being conducted (or have been completed) pursuant to ESA Section 7 and Magnuson Stevens Fishery Conservation and Management Act. Access to these documents is free and available to all.
