NOAA Fisheries Appeals Portal

NOAA Fisheries manages numerous limited access permits, individual fishing quotas, and other limited access programs across the country. Individuals may appeal decisions made under these and other authorized programs to the NOAA Fisheries’ National Appeals Office for review. 

Before You Begin

To file an official appeal with the NAO, your submission must satisfy the requirements of 15 CFR § 906.3. Your petition must include:

• A copy of your Initial Administrative Determination
• An explanation of how the decision adversely affects you and why it is inconsistent with the applicable laws or regulations
• A statement of whether you prefer a hearing or a decision based on the case record alone 
• The contact information for your representative, if applicable

You may also include any additional documentation in support of the appeal. 

Your appeal must be submitted within 45 days of the date on your decision letter, unless your specific program rules dictate otherwise.
