Abstract

In 2001, 25 vessels > 50 feet in overall length joined the American Samoa longline fleet, which previously had consisted of local, small catamaran-style vessels (called alias) targeting albacore (Thunnus alalunga). The entrance of these modern longliners drew considerable attention due to social, economic, and fishery sustainability concerns. Economic information on 18 vessels were gathered by personal interviews with vessel operators, owners, or managers. Revenue information was estimated based on NMFS logbook data (landing and effort) and fish price data mainly provided by the 2001 Forum Fishing Agency. Operational and vessel costs were collected through in-person interviews with vessel owners, captains, and crew. This was the first cost-earnings study on this fleet. J. M. O'Malley and S.G. Pooley conducted this project.

Purpose:

The objective of this project was to provide baseline economic information associated with large longline vessels (length > 50 feet) in American Samoa in 2001. Additional objectives included documenting physical and operational characteristics of vessels, economic impacts of the most recent regulations, fishermen's opinions on the status of the fishery, and basic demographics of the fleet.

Sample was considered representative and non-biased with 64% of all active vessels in 2001 were interviewed. Measurement error was minimal.

Data was completed with no omissions and selection criteria (approached all active vessels).

Quality Control Procedures Employed:

The quality of the data was controlled throughout the data life cycle including data collection, data entry, data cleaning, and data storage. Data were collected following rigid statistical method (e.g. interviewers were trained to get familiar with the questionnaire for in-person survey). Data entry file was developed to minimize data entry errors. Data were cleaned with logic checking, skipping patterns, and outliers. Data files were stored in PIFSC’s server with password protection.
