Geographic Area 1

Generally from the US/Canadian maritime boundary south to the Virginia/North Carolina maritime boundary, seaward to the perimeter of the EEZ (200 miles from shore).

Time Frame 1
2001-11-01 - 2009-11-01

Beginning in November 2001, vessels holding a limited-access Golden tilefish permit (Full-Time Tier 1, Full-Time Tier 2 or Part-Time) were required to submit trip-level catch reports via the NMFS IVR call-in system.

Time Frame 2
2009-11-01 - Present

Effective November 1, 2009, tilefish permit categories became open-access only (Commercial/Incidental or Party/Charter) and tilefish vessels must also fish under the authorization of an IFQ Allocation permit to possess more than the incidental trip limit. A vessel fishing under a tilefish IFQ Allocation Permit must submit a tilefish catch report by using the interactive voice response (IVR) phone line system within 48 hours after returning to port and offloading.

Item Identification

Title: Tilefish IVR Reporting
Short Name: Tilefish IVR Reporting
Status: In Work
Abstract:

A vessel fishing under a tilefish IFQ Allocation Permit must submit a tilefish catch report by using the interactive voice response (IVR) phone line system within 48 hours after returning to port and offloading.

Purpose:

To collect data called into the IVR system by Federally permitted tilefish IFQ vessels.

Other Citation Details:

50 CFR 648.7

Supplemental Information:

IFQ allocations are issued for the tilefish fishing year (November 1-October 31) and represent a percent of the annual total allowable landings after adjustments for incidental catch and any research set aside are deducted. IFQ allocations can also be reduced because of an overage in the previous year.

Access Information

Security Class: Confidential
Security Classification System:

IVR reports are considered to be business confidential and may not be released without signed approval of the permit holder on record for the time period requested.

Data Access Policy:

Access to IVR data is governed by 50CFR600 - Confidentiality of Information. Access by state fishery management agency staff and Fisheries Management Council staff may be allowed through Memorandum of Understanding that are signed by the NE Regional Administrator and Directors of the State Agency or Councils that describe the need and uses of the data and list the individuals who will have access to the data. Contractors may be granted access provided they are working under contract to NOAA or a cooperating partner (state, Council, Commission) on a specific project under the oversight of a partner.

Data Access Procedure:

Contact POC to request access.

Data Access Constraints:

Access is restricted to personnel authorized in accordance with NOAA Administrative Order 216-100. A signed non-disclosure agreement must be on file for all authorized personnel. The APSD Data Request staff are the POC for non-disclosure forms.

Data Use Constraints:

Access to individual reports is restricted to NOAA employees and our partners who have signed non-disclosure agreements. Summary data may be made available based on the "rule of 3", i.e., there must be at least three entities included in a summary for the summary information to be made publically available. Data may be made available if there is no information included that could uniquely link the information to an individual entity (person, vessel operating unit, business, etc.). Individually identifiable information may not be released without written authorization from the provider or by court order.

Metadata Use Constraints:

There are no constraints on the use of the metadata associated with this program.

Tilefish Information Sheet

Technical Environment

Description:

Relational database. The original data is stored with an offsite contractor in charge of maintaining the IVR call in system and data.

Data Quality

Representativeness:

Data is considered representative of the Tilefish fishery.

Accuracy:

IVR Reported data is considered a hail or 'best estimate' of what the vessel landed. Vessel Trip Reports or dealer reported data should be used for more accurate reporting totals.

Completeness Report:

IVR reported data can be considered complete within the boundaries of IVR reporting requirements. Vessel Trip Reports or dealer reported data should be used for more accurate reporting totals.
