Summary

Description

The Moratorium Review Qualification System (MQRS) provides the ability to follow individual applications through the moratorium review process. A moratorium on a fishery is implemented through the issuance of moratorium permits to individual vessels based on a review of qualification material. This review process includes moratorium qualification, moratorium authorization transfer, vessel upgrades, and moratorium permit history retention. These processes conclude in the approval of a permit application for the moratorium fishery and subsequent issuance of a permit or the denial of a permit application for the moratorium fishery or fisheries. The MQRS allows the issuance of permits through the Vessel Permit System (VPS) only to vessels meeting the qualification criteria. The MQRS also provides a method of implementing vessel upgrade authorizations, as required by the regulations as they pertain to each fishery. These functions are essential to the implementation of regulations under the moratorium management scheme.

Abstract:

The Moratorium Review Qualification System (MQRS) provides the ability to follow individual applications through the moratorium review process. Purpose:

The Moratorium Qualification Review System is intended to restrict

the number of vessels in a particular fishery by requiring vessels to providw historical landings data as well as vessel size and engine horspower

Notes:

A fisher may only gain access to a moratorium fishery by having the required historical qualification data or by purchasing a vessel that is already qualified to be in the mortorium fishery

Data Access Procedure:

Access to data is governed by 50CFR600 - Confidentiality of Information. Access by state fishery management agency staff and Fisheries Management Council staff may be allowed through Memorandum of Understanding that are signed by the Greater Atlantic Regional Administrator and Directors of the State Agency or Councils that describe the need and uses of the data and list the individuals who will have access to the data. Contractors may be granted access provided they are working under contract to NOAA or a cooperating partner (state, Council, Commission) on a specific project under the oversight of a partner.
