Summary
The Habitat Assessment Improvement Plan recommends that NMFS develop criteria to prioritize stocks at the regional level that would most benefit from habitat assessment. These regional habitat assessment priorities collectively represent a national set of habitat science priorities, and the extent to which habitat science will provide effecient and meaningful results to improve stock assessments or inform/improve descriptions of essential fish habitat and habitat areas of particular concern for Federally-managed stocks identified as valuable and important. Priorities will be used to build new habitat science funding initiatives and inform strategic planning for habitat assessments as outlined in the NOAA Habitat Blueprint. Regional habitat science priorities are intended to be updated reguarly as new information becomes available, approximately every five years.

Purpose: |
The Habitat Assessment Prioritization process uses a series of filters and scorable criteria, on a stock by stock basis, to determine the priority of habitat science to a stock for 1) reducing habitat-related uncertainty in stock assessments; and 2) improving the information upon which descriptions of essential fish habitat (EFH) and habitat areas of particular concern (HAPC) are based. Scores are calculated based on available information and expert opinion by a team of regional resource experts consisting of habitat managers, stock assessment scientists, ecologists, and others as needed. The range of criteria considered in the scoring process includes: Fishery Management Council priorities; benefits to the stock assessment process; benefits to EFH science and management; fishery status; habitat disturbance, vulnerability, and rarity; habitat dependence; ecological importance; and economic, social, and management value. |
