Abstract:

Fishery Independent Survey System (FINSS) is a national system that characterizes NMFS ocean observation activities, stock and ecosystem data collections during fishery-independent surveys conducted by NMFS Science Centers.

Purpose:

The information collected by FINSS provides the underpinnings of science products that are ultimately used in resource management context and helps ensure that critical agency datasets from the fishery­-independent surveys are effectively collected and consistently reported to the Congress and all other stakeholders. The system is accessible by the public through digital mapping and reporting applications.

The FINSS-SI system login page is accessible online by any computer with an Internet connection and a supported web browser (see System Requirements for a list of supported browsers). Login privileges and access rights within the FINSS system are granted by FINSS administrator.

FINSS users fall in the following roles:

• Science Center User:

o allowed to add/modify/delete FINSS-SI records for the Science Center that the user is associated with

o allowed to view FINSS-SI records submitted by other science centers

o allowed to create reports for all the Science Centers

• Headquarters Admin:

o allowed to view/add/modify/delete any FINSS-SI data records after verifying/consulting with the Science Center User

o allowed to create reports for all the Science Centers

FINSS collects metadata about the surveys instead of the actual data collected by the surveys. The PIs at the Science Centers determine the archiving process for the actual data.

Answer:

Fishery-independent observation information is one of the fundamental components of NMFS data sets. The system was developed to 1) integrate the survey information across the science centers; 2) support fishery management decisions on budget-related analyses and cross-program collaborations; 3) meet the increasing need for an authoritative information source about the fishery-independent surveys at the national level; and 4) to promote the effective communication among the fishery data steward and stakeholders.

Answer:

The initial FINSS - SI data (FY2004 - FY2008) were provided by the data managers or survey leaders in the NMFS Science Centers and were coordinated / compiled by the NMFS Office of Science and Technology. Currently FINSS is updated multiple times a year to keep the information up-to-date.
