Title: Fishery-Independent Survey System Data 2004 - Present
Short Name: NMFS Fishery-Independent Survey System (FINSS)
Status: In Work
Publication Date: 2009
Abstract:

Fishery Independent Survey System (FINSS) is a national system that characterizes NMFS ocean observation activities, stock and ecosystem data collections during fishery-independent surveys conducted by NMFS Science Centers.

Purpose:

The information collected by FINSS provides the underpinnings of science products that are ultimately used in resource management context and helps ensure that critical agency datasets from the fishery-independent surveys are effectively collected and consistently reported to the Congress and all other stakeholders. The system is accessible by the public through digital mapping and reporting applications.

The FINSS-SI system login page is accessible online by any computer with an Internet connection and a supported web browser (see System Requirements for a list of supported browsers). Login privileges and access rights within the FINSS system are granted by FINSS administrator.

FINSS users fall in the following roles:

• Science Center User:

o allowed to add/modify/delete FINSS-SI records for the Science Center that the user is associated with

o allowed to view FINSS-SI records submitted by other science centers

o allowed to create reports for all the Science Centers

• Headquarters Admin:

o allowed to view/add/modify/delete any FINSS-SI data records after verifying/consulting with the Science Center User

o allowed to create reports for all the Science Centers

If you do not have a login account, you may visit as a Guest. This allows you to view Survey Inventory records as read-only data.

Data Access Procedure:

FINSS users should use their NOAA email username and password to log in. The format for username is {firstname.lastname@noaa.gov} (e.g. Joe.Smith@noaa.gov).

Technical Environment

Description:

FINSS is developed and maintained in Oracle database.

Data Quality

Accuracy:

FINSS data are provided by PIs, FINSS working group and NMFS Vessel Coordinators based on the best of their knowledge.

Completeness Measure:

Completeness is checked by comparing to previous years' data and current year's data across systems.

Sensitivity:

Low

Conceptual Consistency:

FINSS data are cross-linked with SIS and PSIT to ensure the reporting consistency and efficiency.

Quality Control Procedures Employed:

FINSS fields have automatic validation procedure after data are entered in the system. Meanwhile the FINSS working group conducts quality control upon receiving the data.

Data Management

Have Resources for Management of these Data Been Identified?: Yes
Approximate Percentage of Budget for these Data Devoted to Data Management: Unknown
Do these Data Comply with the Data Access Directive?: Yes
Is Access to the Data Limited Based on an Approved Waiver?: No
If Distributor (Data Hosting Service) is Needed, Please Indicate: Yes
Approximate Delay Between Data Collection and Dissemination: 0 Days
Actual or Planned Long-Term Data Archive Location: To Be Determined
If To Be Determined, Unable to Archive, or No Archiving Intended, Explain:

FINSS collects metadata about the surveys instead of the actual data collected by the surveys. The PIs at the Science Centers determine the archiving process for the actual data.

Approximate Delay Between Data Collection and Archiving: Unknown
How Will the Data Be Protected from Accidental or Malicious Modification or Deletion Prior to Receipt by the Archive?:

This application is hosted by the Office of Science and Technology within the NOAA System 4020 and is compliant with all applicable Federal Government security policies.

Roles and responsibility are specified as following to protect data being accidentally or maliciously modified or deleted:

For Science Center User:

o allowed to add/modify/delete FINSS-SI records for the Science Center that the user is associated with

o allowed to view FINSS-SI records submitted by other science centers

o allowed to create reports for all the Science Centers

For Headquarters Admin:

o allowed to view/add/modify/delete any FINSS-SI data records after verifying/consulting with the Science Center User

o allowed to create reports for all the Science Centers

For public user:

allowed to view Survey Inventory records as read-only data

Lineage

Lineage Statement:

After FINSS data are entered by users at NMFS Science Centers, FINSS administrator conducts quality control and provide reports as needed. Data are accessible to public users upon entering into the system.

Author: Jihong Dai
Question:

What is a Fishery - independent survey?

Answer:

A fishery-independent survey is a systematic sampling project carried out by research vessels or contracted commercial fishing vessels for gathering biological or environmental information separately from commercial fishing operations.

FAQ 2

CC ID: 222251
Date: 2009-01-01 00:00:00
Author: Jihong Dai
Question:

What was the impetus for creating the FINSS - SI?

Answer:

Fishery-independent observation information is one of the fundamental components of NMFS data sets. The system was developed to 1) integrate the survey information across the science centers; 2) support fishery management decisions on budget-related analyses and cross-program collaborations; 3) meet the increasing need for an authoritative information source about the fishery-independent surveys at the national level; and 4) to promote the effective communication among the fishery data steward and stakeholders.

FAQ 3

Date: 2009-01-01 00:00:00
Author: Jihong Dai
Question:

What is the timeframe of surveys covered by the FINSS - SI?

Answer:

The current system covers NMFS surveys conducted starting 2004 and is updated at least once a year to make the information up to date.

FAQ 4

CC ID: 222253
Date: 2009-01-01 00:00:00
Author: Jihong Dai
Question:

How are the FINSS - SI data collected

Answer:

The initial FINSS - SI data (FY2004 - FY2008) were provided by the data managers or survey leaders in the NMFS Science Centers and were coordinated / compiled by the NMFS Office of Science and Technology. Currently FINSS is updated multiple times a year to keep the information up-to-date.
