Abstract

Electronic dealer reporting for highly migratory species (HMS) dealers was instituted to expedite dealer reporting of federally-managed HMS, including swordfish, BAYS (bigeye, albacore, yellowfin and skipjack) tunas, and sharks. All purchases of HMS from a federally permitted dealer are reported electronically and fed to the eDealer database. Data are used for inseason monitoring of HMS quotas, provides collaboration of fishing vessel trips, information for international reporting for The International Commission for the Conservation of Atlantic Tunas (ICCAT), and domestic management of HMS.

Description:

The edealer database is an Oracle database. A spring framework was used to develop the the front and back end of eDealer.

Quality Control Procedures Employed:

There are a variety of quality checks for the data in edealer.

1) There is front end validation in each of the 12 reporting programs to help control data quality upon entry by the user

2) The data are transmitted via the file transfer process and APIs. Validation of data values are conducted with the API transmission

3) The data are loaded into the edealer database into the staging tables, and the identification/verifications of dealers is checked.

4) Then validation occurs when the edealer data are moved from the staging table to the production tables within the edealer database. During this validation, there are checks against reference tables for valid permits, authorized gears, required catch areas, purchases from closed fisheries, authorized species, and proper value ranges.

5) Weekly checks are done to evaluate reporting timeliness of dealers, and monthly checks are done to look for missing dealer reports.

6) The data also go through a semi annual check for completeness, and holds on the renewal of dealer permits are used if dealers have incomplete or missing dealer reports.

Federal seafood purchases are entered through any of the 12 accepted electronic reporting programs. Any records containing non-bluefin Atlantic Highly Migratory Species are then pulled into the eDealer database, validated and undergo Quality assurance and Quality control procedures. The edealer database and application are housed on a server at ACCSP.
