Please provide the following information, and submit to the NOAA DM Plan Repository.

Reference to Master DM Plan (if applicable)

As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.

1. General Description of Data to be Managed

1.1. Name of the Data, data collection Project, or data-producing Program:
Bristol Bay, Alaska Subarea ESI: NESTS (Nest Points)
1.2. Summary description of the data:

This data set contains sensitive biological resource data for nesting seabirds (alcids, pelagic birds), gulls, terns, diving birds, and raptors in the Bristol Bay Subarea. The Subarea includes marine and coastal areas of Bristol Bay and part of the southern Alaska Peninsula. (This area extends from directly south of Goodnews Bay to slightly north of Port Seniavan along the Bristol Bay side of the Alaska Peninsula, as well as the Pacific Ocean side of the Alaska Peninsula from Cape Providence to Kupreanof Peninsula.) Vector points in this data set represent locations of nesting birds. Species-specific abundance, seasonality, status, life history, and source information are stored in relational data tables (described below) designed to be used in conjunction with this spatial data layer.This data set comprises a portion of the Environmental Sensitivity Index (ESI) data for the Bristol Bay Subarea. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. See also the BIRDS (Bird Polygons) data layer, part of the larger Bristol Bay Subarea ESI database, for additional breeding bird information.

(describe or provide URL of description):

Process Steps:

  • 2004-03-01 00:00:00 - Four main sources of data were used to depict bird nesting locations for this data layer: (1) 2003 U.S. Fish and Wildlife Service (USFWS) "Beringian Seabird Colony Catalog" vector point coverage of seabird nesting sites; (2) 2003 USFWS "Eagle Nests West of 155 W Longitude", 2000 USFWS "Eagle Nests Along the West Side of the Alaska Peninsula", and 2003 USFWS "Eagle Nests on Togiak National Wildlife Refuge" digital tables depicting latitude/longitude locations for nest sites; (3) the 1996 USFWS report, "Bald eagle nesting and reproductive success along the Pacific coast of the Alaska Peninsula"; and (4) interviews with USFWS resource experts. Concentration and seasonality information was provided by resource experts and extracted from survey data and published reports.

7. Data Access

NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.

An ArcView ESI project and ESI_Viewer product are also included on the distribution CDs for ease of use of the ESI data. The database files are distributed both in the NOAA standard relational database format (see NOAA Technical Memorandum NOS ORCA 115) and in a simplified desktop flat file format. This metadata document includes information on both of these database formats.;
