Abstract

Historic aerial imagery for the Great Lakes shoreline of Lake Michigan was provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC). This imagery was captured in April 1980 by Chicago Aerial Survey and archived by the SEWRPC on mylar sheets at a scale of 1"=400'. Under contract to NOAA, Dewberry obtained the mylar sheets from SEWRPC, scanned them at 600 DPI, and georeferenced the scanned images.

Abstract:

Historic aerial imagery for the Great Lakes shoreline of Lake Michigan was provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC). Purpose:

Historic aerial imagery for the Great Lakes shoreline of Lake Michigan was scanned, geo referenced and delivered to the National Oceanic and Atmospheric Administration (NOAA). This historical data is available for coastal management organizations interested in the effects of land cover and shoreline change over time.

Notes:

Aerial imagery flown by Aero-Metric in April 1980. Imagery from Racine County, WI. Ground spatial resolution was 1:9600. Imagery was provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC). Georeferenced with spatial projection NAD 1983 Great Lakes and St. Lawrence Albers, EPSG code 3175. The final image product was reprojected to NAD83 (2011)/UTM 16 North, GRS 80, EPSG code 6345.

Data Quality

Horizontal Positional Accuracy:

The Circular Map Accuracy Standard (CMAS) was 3.77 meters with a 90% confidence level. This was based on the analysis of 106 ground control points taken from all eight counties in this project. The points were acquired in urban areas on paint strips, stop bars or other features photo-identifiable in the imagery.

Conceptual Consistency:

All GeoTIFF tagged data and image file sizes are validated using commercial GIS software to ensure proper loading before being archived. This validation procedure ensures correct physical format and field values for tagged elements. Seamlines and tile edges are visually inspected. Seamline mismatches are not corrected unless the overall displacement exceeds one meter.

Description:

Aerial imagery of Racine County, WI was flown by Aero-Metric in April 1980. Ground spatial resolution was 1:9600. Imagery provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC).

The aerial Imagery was scanned at 600 DPI in TIF format. Tie points were manually chosen between the scanned photos and reference datasets to include NAIP orthoimagery, 2019 Wisconsin state imagery, and PLSS Sections, with preference given to road intersections, building corners, and other hard features. The tie points were used to rectify the scanned photos to NAD1983 Great Lakes and St Lawrence Albers Conic Equal Area projection, EPSG code 3175.

The georeferenced imagery is projected to NAD1983 Great Lakes and St Lawrence Albers Conic Equal Area projection, EPSG code 3175, accompanied by a tile index, and delivered in a raster Esri file geodatabase as a mosaic dataset.

The rectified images were clipped to remove the non-imagery border areas, then were resampled to 0.5m pixel size using the bilinear interpolation method. The images were mosaicked to new a raster file and a tile index was created.

After the file geodatbases were received by NOAA, the mosaic datasets were exported to geotiff format and reprojected to NAD83, GRS 80, UTM Zone 16 North, and then tiled to 5000 by 5000 image tiles using Erdas Imagine software.
