Abstract

These data represent critical habitat for the green sea turtle (North Atlantic DPS) as designated by Federal Register Vol. 63, No. 46693, September 2, 1998, Rules and Regulations.On April 6, 2016, the National Marine Fisheries Service and the US Fish and Wildlife Service issued a final rule (81 FR 20058) to list 11 DPSs of the green sea turtle (which had previously been listed as the entire species). The final rule stated that the existing 1998 critical habitat designation, i.e., waters surrounding Culebra Island, remains in effect for the North Atlantic DPS of green sea turtle.

Detailed shoreline for Culebra Island from NOAA digital vector chart was appended to add smaller islands, then a 3 nautical mile buffer was generated using ESRI's ArcGIS software

Description:

FR 46699 Vol. 63 No 1700 Sept 2, 1998 was reinterpretted and there is a map in the FR which shows that the islands weren't buffered, only Isla de Culebra. Projected base data to WGS-Mercator (units=meters), and buffered to 5.6 km. This buffer does not look like the FR, as it bisects Cayo Lobito. Then the data was reprojected to GCS-WGS84.
