As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
These data represent the geographic boundaries of marine and terrestrial protected areas in the continental United States, Alaska, Hawaii, Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Commonwealth of the Northern Mariana Islands. Marine features are shown for U.S. state and federal waters as well as those located within 20 miles of coastal submerged lands including hydrologically related rivers and bays.

Process Steps:
- 2018-07-01 00:00:00 - Extract National Estuarine Research Reserve, Marine National Monument, National Monument, National Park, National Marine Sanctuaries, National Seashore, National Wildlife Refuge, National Wilderness Area, polygons intersecting FederalAndStateWaters and located up to 20 miles inland of the coastline. Dissolve extracted polygons to multi-part features by site name and combine into a single feature class. For each site, set the "URL" field to a website created by the managing agency, if available, or use the provided "no information" link ("http://marinecadastre.gov/noinfo/"). Extract PADUS1_4 features within FederalAndStateWaters state waters component or located up to 20 miles inland of the coastline that are classified as State Parks and append. Repair all source feature geometry. Extract MPAI_2017 features within FederalAndStateWaters state waters component or located up to 20 miles inland of the coastline. Remove any federal or fishing/boating restriction sites (sites designated as 'Bottomfish Restricted Fishing Area', 'Cape Cod Bay Year-Round Fish Pot Trawl Floating Ground Line Prohibition Area', 'Closure Area', 'Crab Sanctuary', 'Crab Spawning Sanctuary', 'Fishery Management Area', 'Fishery Research Area', 'Game Land', 'Harvest Prohibited Area', 'Harvest Prohibited or Restricted Area', 'Harvesting of Oysters Prohibited Area', 'Nursery Areas', 'Right Whale Critical Habitat and Adjacent Waters Restricted Gear Area', 'Shellfish Management Area', 'Shellfish Preserve', 'Special Area Management Plan', 'Special Closure', 'Trawl Nets Prohibited Areas','Manatee Protection Zones', 'Motorboats Prohibited Zone', or 'No Entry Zone') and append remaining state sites.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
