Abstract

The NOAA Coastal Change Analysis Program (C-CAP) produces national standardized land cover and change products for the coastal regions of the U.S. C-CAP products inventory coastal intertidal areas, wetlands, and adjacent uplands with the goal of monitoring changes in these habitats through time. The timeframe for this metadata is 2020 through 2023, depending on the latest date of available imagery. These maps were developed for NOAA by Ecopia (ecopiatech.com) utilizing high resolution 30cm or better aerial imagery. In addition, a digital surface model (DSM) derived from the stereo imagery was used to determine vegetation heights. This information provides managers with a detailed accounting of current landscape conditions related to impervious surface, woody canopy, and water feature extents.

While efforts have been made to ensure that these data are accurate and reliable within the limits of current technology, NOAA cannot assume liability for any damages or misrepresentations caused by inaccuracies in the data, or as a result of the data to be used on a particular system. NOAA makes no warranty, expressed or implied, nor does the fact of distribution constitute such a warranty. This is a national and regional data set that should be used only as a screening tool for very local or site-specific management decisions. Small features and changes should be verified with a higher-resolution data source.

Accuracy:

An accuracy assessment of the landcover was not performed by NOAA Office for Coastal Management staff.

Conceptual Consistency:

Tests for logical consistency indicate that all row and column positions in the selected latitude/longitude window contain data. Conversion and integration with vector files indicates that all positions are consistent with earth coordinates covering the same area. Attribute files are logically consistent.

Description:

This dataset was created by NOAA's Ocean Service, Office for Coastal Management (OCM).

Classification: Initial 1m spatial resolution feature extraction for canopy (tree and scrub/shrub) mapping was conducted by Ecopia Tech Corporation and was developed by Ecopia Tech Corporation using a proprietary feature recognition technology. This involves taking each image and classifying the pixels based on spectral and spatial properties, based on training examples and analyst refinement. The interim product classifications were reviewed, and feedback was provided that allowed for training data that resulted in the refinement of those classifiers. Once the review and edits were complete, the canopy class was created by combining the upland forest class with the impervious under canopy class. The scrub/shrub class was separated out from the remaining classes. For the State of Hawaii, Ecopia data was then modified using canopy mapping performed for the US Forest Service, based on 2020 imagery and existing 2011 C-CAP data. This work was done under contract to NOAA, through NOAAs Coastal Geospatial Services Contract (CGSC) vehicle.
